Provision of a market agent service to manage short-term pop-up retail and promotional lettings across railway stations, including marketing, occupier sourcing, contract administration, compliance management, financial administration, operational support, and performance management to maximise occupancy and commercial income.

Network Rail intends to procure a managed Pop-Up Management Agent Service to maximise the occupancy, commercial performance and customer experience of short-term retail, promotional, experiential and brand activation opportunities across Network Rail managed stations and, potentially, Train Operating Company (TOC) stations. The appointed supplier will provide an end-to-end service including marketing and letting vacant spaces, occupier sourcing, onboarding and mobilisation, contractual and legal administration, financial management and rent collection, compliance management, operational oversight, stakeholder engagement, performance reporting and business development activities. The service will support the continued delivery and expansion of short-term lettings across the railway estate, enabling the efficient occupation of vacant space while driving revenue generation and enhancing station environments. The purpose of this Pre-Market Engagement is to: • Engage with the supply market and understand the level of interest in bidding for this potential future opportunity; • Allow suppliers who are interested in any potential future tender activity relating to this requirement, to be aware of the procurement platform that will be used, and provide them with the steps to complete qualification to this platform if requested (should they not have already done so); • Identify suitable suppliers available in the market; • Identify the capacity and capabilities of the suppliers available in the market; • Identify any additional services, requirements or concepts that Network Rail have not considered – this information may then be considered to support Network Rail in developing/updating its specification for the tender opportunity; • Gain feedback on the draft specification and other aspects of the potential strategy for this opportunity.
