This is a Prior Information Notice (PIN) and not a call for competition; a call to competition may be placed within the next 12 months. This notice is to advise the market that the Office of Government Procurement intends to invite submissions from companies / organisations with expertise and capability relating to the provision of Fuel Charge Card Services. This process is a statement of a potential framework contract during the next 12 months but is not a commitment to purchase. Details pursuant to this notice will be advertised in due course. The Office of Government Procurement does not require a response to this Prior Information Notice.

UGF018F Fuel Charge Card Services

This is a Prior Information Notice (PIN) and not a call for competition; a call to competition may be placed within the next 12 months. The Office of Government Procurement intends to invite submissions from companies / organisations with expertise and capability relating to the provision of Fuel Charge Card Services. This process is a statement of a potential framework contract during the next 12 months but is not a commitment to purchase. Details of individual procurements pursuant to this notice will be advertised in due course. The Office of Government Procurement does not require a response to this Prior Information Notice. In summary, the Services comprise: The provision of fuel, energy, automotive products and fuel charge card services (the “Services”). The Services are to include a fuel charge card mechanism (“Fuel Charge Card”), whereby holders of the Fuel Charge Card can purchase —automotive fuel products (unleaded petrol, road diesel/derv, HVO and green diesel/agri diesel) —automotive fuel products (lubricants, and Fuel additives (Adblue)) —EV charging facilities —car washing facilities —air/water The Services will also include the management and co-ordination of the Fuel Charge Cards. This single supplier framework will be divided into three (3) lots (each a “Lot”) as described below. Each Lot will result in a separate contract (each a “Framework Contract”). Lot 1: Single Supplier Framework Contract for An Garda Síochána, - the following Framework Clients may call off Services: —An Garda Síochána Lot 2: Single Supplier Framework Contract for the Health Sector – the following Framework Clients may call off Services: — Entities in the Irish health sector including but not limited to the Health Service Executive (HSE) and HSE funded agencies throughout the state, including but not limited to , those organisations that are considered section 38 and 39 entities and the Health Information and Quality Authority (HIQA), provided that such entities are contracting authorities within the meaning of Regulation 2 of the European Union (Award of Public Authority Contracts) Regulations 2016 (Statutory Instrument 284 of 2016) (the “Regulations”); Lot 3 : Single Supplier Framework Contract for all entities specified in paragraph 1.4 (excluding An Garda Síochána and the Health Sector) – the following Framework Clients (excluding Lot 1 & Lot 2 Framework Clients) may call off Services: —Ministers of the Government of Ireland, Central Government Departments, Offices and non-commercial Agencies and Organisations which have a formal reporting and legal relationship to Central Government Departments, including all local authorities in Ireland (other than those specified in Lot 1) (themselves including regional assemblies, local enterprise boards and library bodies); —Contracting authorities which are Third Level Educational Institutions (including universities, institutes of technology and members of the Education Procurement Service); —Contracting authorities which are Education and Training Boards (ETBs) and ETB schools, and primary, post-primary, special and secondary schools as well as ETBs acting on behalf of schools; —The Irish Prison Service; and —The Defence Forces —For the avoidance of doubt, the Minister for Public Expenditure and Reform. Tenderers may submit Tenders for one, two or three Lots and each Lot will be evaluated separately (by application of the Award Criteria set out in paragraph 3.3 of this RFT). Tenderers can be awarded a Framework Contract for a maximum of two Lots only. It is estimated that the total volume of fuels supplied across all lots may amount to up to 116 million litres, and that the total value of fuel, energy, automotive products and fuel charge card services supplied across all lots may amount to up to €200 million.
