CONSULTING SERVICES TO SUPPORT THE DEVELOPMENT OF THE STRATEGIC AND OPERATIONAL FRAMEWORK OF THE ALBANIAN DEVELOPMENT BANK

• Develop a comprehensive strategic, industrial, and business planning framework for ADB based on the preliminary blueprint and the Albanian institutional context. • Support ADB in translating strategic decisions into operational arrangements, governance documents, product frameworks, policies, processes, and implementation roadmaps. • Provide PMO support to coordinate workstreams, track dependencies, manage issues, prepare progress reports, and support decision-making by ADB governance structures. • Define the documentation, acceptance criteria, and evidence required for ADB to verify, validate, certify, and pay for completed tasks and deliverables. • Support knowledge transfer to ADB personnel so that ADB can independently continue, maintain, and update the strategic and operational framework after completion of the assignment.
