Tayside Contracts intends to establish a multi-lot Subcontracting Framework for Works and Associated Services to supplement in-house delivery capacity and support operational and commercial activities across the Angus Council, Dundee City Council, and Perth & Kinross Council areas. This is a significant opportunity for suitably qualified and experienced contractors to support the delivery of a wide range of works across the region. The framework will provide access to a diverse and capable supply chain to deliver both planned and reactive works, ensuring flexibility, resilience, and continuity of service delivery. This Prior Information Notice (PIN) is issued to: -Notify the market of Tayside Contracts’ anticipated requirement -Engage with suitably qualified and experienced contractors -Obtain feedback on the proposed lotting structure, delivery approach, and commercial arrangements -Inform the development of a robust, proportionate, and market-aligned procurement strategy No procurement documentation is available at this stage. Market Engagement Session (Indicative) Format: Microsoft Teams Date: 1 June 2026 Time: 11:00 – 12:30 The session will: -Provide an overview of the proposed framework -Outline the indicative procurement approach and timelines -Seek contractor feedback on the proposed lot structure, delivery model, and commercial approach -Support the development of the final procurement strategy The session will be interactive, and suppliers are encouraged to provide feedback. Participation in market engagement is voluntary. Tayside Contracts will not provide any supplier with an advantage in any future procurement, nor disadvantage contractors who choose not to participate. Lot 1: Surfacing and Patching

Provision of road surfacing and reinstatement works including carriageways, footways, and associated repairs. Typical works include: -Asphalt resurfacing and patching -Carriageway and footway repairs -Pothole repairs and reinstatement -Preparation works including milling and planing

Lot 2: Road Markings, Studs and High Friction Surfacing

Provision of specialist road safety and marking services. Typical works include: -Road line marking and re-marking -Installation and maintenance of road studs -High friction surfacing applications -Removal of existing markings

Lot 3: Traffic Management

Provision of temporary traffic management services to support works on roads and public highways. Typical works include: -Traffic management planning and design -Installation of temporary traffic controls (signals, signage, barriers) -Lane closures and diversions -Event and emergency traffic management

Lot 4: Landscaping and Tree Surgery

Provision of environmental and grounds maintenance services. Typical works include: -Tree felling, pruning, and maintenance -Vegetation control and clearance -Landscaping works and planting -Grounds maintenance support

Lot 5: Vehicle Restraint Systems (VRS) / Barrier Works

Provision of installation and maintenance of safety barriers and restraint systems. Typical works include: -Installation and repair of crash barriers -Safety fencing systems -Inspection and maintenance of VRS systems -Replacement of damaged barriers

Lot 6: Fencing

Provision of fencing and boundary works across operational sites. Typical works include: -Installation of security and boundary fencing -Repair and replacement of fencing -Gates and access control structures -Temporary fencing solutions

Lot 7: Civils (Tier 1: > GBP500k)

Delivery of large-scale civil engineering works. Typical works may include: -Road construction and reconstruction works -Major drainage and flood alleviation works -Earthworks, excavation and site preparation -Retaining walls and structural concrete works -Kerbing, footways and active travel infrastructure -Junction improvements and carriageway widening -Bridge-related ancillary civil engineering works -Public realm and infrastructure improvement projects Utility diversions and associated reinstatement works Other complex or high-value civil engineering projects

Lot 8: Civils (Tier 2: GBP100k - GBP500k)

Provision of medium-scale civil engineering works to support planned and reactive infrastructure operations. Typical works may include: -Road and footway construction and repairs -Drainage installation and repairs -Kerbing, edging and paving works -Concrete works and minor structures -Excavation, reinstatement and groundworks -Carriageway and infrastructure improvements -Traffic island and streetscape works -Culvert, channel and water management works -Public realm enhancement works -General civil engineering maintenance projects

Lot 9: Civils (Tier 3: < GBP100k)

Provision of smaller-scale civil engineering, maintenance and reactive works. Typical works may include: -Minor drainage repairs -Kerbing and patching works -Small-scale excavation and reinstatement -Footway and carriageway repairs -Concrete repairs and minor civils maintenance -Bollard, signage base and street furniture works -Utility reinstatement works -Small retaining structures and edging works -Emergency and reactive civils works -General minor civil engineering support services
