The Norwegian Public Roads Administration currently develops and administers comprehensive rules - laws, regulations, road norm templates, agreements, guidelines and individual decisions - without a joint system for development, management and disclosure. This limits the possibilities for taking out gains in the value chains where the regulations are developed, administered and used. The Norwegian Public Roads Administration is therefore carrying out a concept phase in 2026 in order to uncover the possibility room for a digitalised, machine-readable and machine-runnable regulations for the road and transport sector. The concept phase shall highlight how the regulations can be facilitated for seamless digital regulations, which types of rules, standards and formats a future system ought to support, as well as experiences and existing systems in the market. The results shall form the basis for the concept and requirement specifications in a planned main procurement in 2027, i.a. as a detachment for the current Vegnormal system. As part of the concept phase, the market is invited to an early dialogue in a digital dialogue conference 28 October 2026, an option for written input (deadline 11 November 2026) and any one-to-one meetings in week 47/48. The main target group is suppliers and R&D actors who can contribute input to systems that respond to the needs of rule managers, providers of digital services, case officers and users of the regulations.
