Capital City Partnership (CCP) is seeking to appoint a supplier to provide, implement, host, support, maintain and develop a regional Software as a Service Customer Relationship Management and Management Information System supporting employability, skills and related community-based service delivery. The solution will support participant and case management, referrals, action planning, interventions, outcome recording, employer engagement, vacancy management, programme and project management, reporting and management information, document management, configurable forms and workflows, user and organisation management, audit and compliance, data exchange, accessibility, data portability and public-facing functionality. The solution must operate securely across multiple organisations and support appropriate role-based access, organisational permissions and information-governance controls. The supplier will provide cloud hosting, infrastructure, resilience, business continuity, backup and recovery, disaster recovery, monitoring, maintenance, software updates, technical support, service management and ongoing product development. The current service supports approximately 1,000 active users across approximately 110 participating organisations and six local-authority areas. Current volumes are provided for information and pricing purposes and do not constitute guaranteed minimum or maximum usage. The solution must be established, mature and already operational within live customer environments. CCP is not seeking the development of a bespoke platform. The solution must be configurable, scalable and capable of accommodating changes to users, organisations, programmes, geographic areas, data volumes, reporting requirements, integrations and functionality throughout the Contract Term. The successful supplier will be responsible for mobilisation, implementation, transition, data migration where required, testing, training, go-live support and continuity of service. The supplier will also provide ongoing support, maintenance, service management, product development, continuous improvement and exit and transition assistance. The Contract will have an initial term of four years. CCP may extend the Contract by up to four successive periods of up to one year each, giving a maximum potential Contract Term of eight years. Full details of the requirements, current operating environment, functional requirements, technical requirements, pricing arrangements, evaluation methodology and contractual terms are contained in the procurement documents.
