Air Ambulance Services of Norway (the Contracting Authority) is preparing a new public procurement of air ambulance services for fixed wing. The procurement includes complete operation of relevant air ambulance bases, including suitable aircraft, operation, manpower, maintenance, stand-by, training, etc. The contracting authority will provide base facilities and hangars. The operation includes nine ambulance aircrafts in accordance with Bilag A5 - Beredskapsstruktur. The tentative contract will run from 1 July 2030 to 30 June 2036, with an option for an extension for 2+3 years. As part of the preparation of a possible procurement, it is significant for the Contracting Authority and its owner, the regional health authorities, to get a good picture of what the market can offer. The contracting authority hereby invite potential tenderers to submit input on the following topic, cf. annex Part I Questions to potential tenderers: • realistic schedule for the commencement of flight operation • proposals for suitable aircraft • costs The tender documentation from the previous tender from 2016 procurement procedure provides a general indication of the scope and requirements that may be expected in the forthcoming contract period. The contracting authority also invites input on whether Category 2 jet aircraft may be replaced by turboprop aircraft offering equivalent operational and medical capacity, cf. annex Part II Operative Capacity - Ambulance aircraft. In this Request for Information (RFI), potential tenderers are invited to provide an indicative price estimate for a future contract, based on the structure and scope of the previous procurement procedure, as adjusted by the changes outlined in this document. If possible, we would also appreciate a description of the key cost drivers that have developed since the previous procurement. All input provided and responses to the questions shall be non-binding. Input shall be submitted to postmottak@luftambulansetjenesten.no and marked case no “2025/105 RFI Procurement of ambulance aircraft services”. All input and responses will be treated as confidential and will not be published. This also applies to the identity of the tenderers submitting responses. To maintain the necessary progress of the process, we kindly request that input be submitted as soon as possible and no later than 30 March 2026. The Contracting Authority may invite individual respondents to meetings to review and clarify the submitted input. Any questions relating to this RFI may be sent to the email address stated above.
