Rationale for contract award:
There are no realistic alternatives to re- commissioning the existing provider because Gypsies and Travellers are recognised as ethnic minority groups under the Race Relations Act (as amended in 2000) and are considered to have ‘protected characteristics’ under the 2010 Equality Act.
A primary focus of this service is providing advocacy support to enhance the health and wellbeing of this community.
This contract is within the scope of PSR, and direct award A route will be used to directly award the contract to Leeds Gypsy and Traveller Exchange (Leeds GATE).
The current provider is the existing service provider for the services related to these proposed contracting arrangements. The ICB is confident that only the current provider can deliver this service due to the specific needs of the population group.
