FOR THE DESIGN AND BUILD OF COMMUNITY HUB AND VICTORY HALL IMPROVEMENTS
Chigwell Parish Council seeks to appoint a suitably qualified and experienced contractor under a Design and Build Contract to deliver improvements to the Community Hub and Victory Hall, Chigwell, Essex. The project is funded through a combination of UK Shared Prosperity Fund (UKSPF) grant funding and Parish Council resources and has an available construction budget of up to £100,000 excluding VAT. The successful contractor will assume responsibility for design development, coordination of specialist design inputs, procurement of materials and subcontractors, construction, commissioning, certification, and handover of the completed works. The contract will comprise refurbishment, alteration, accessibility improvements, mechanical and electrical works, and internal reconfiguration across two community buildings that remain important public facilities serving local residents, community groups, volunteers, service providers, and hirers. Community Hub Works The Community Hub forms the principal element of the project. The Council seeks proposals that will create a modern, accessible, secure and flexible community facility capable of supporting community activities, volunteering, wellbeing initiatives, training, learning, advice services, food support programmes and local engagement. The scope is expected to include: Provision of improved and accessible front and rear building access. Alteration or replacement of doors and associated ironmongery to improve accessibility. Internal accessibility improvements and circulation enhancements. Provision or refurbishment of disabled-accessible toilet facilities. Installation of a fully accessible community kitchen suitable for community events, food programmes, volunteer activities, warm space provision and training activities. Reconfiguration of internal accommodation to create flexible and adaptable community spaces. Improvements to facilities supporting the Community Pantry and volunteer operations. Creation of secure storage and ancillary accommodation. Review and redesign opportunities associated with the existing snooker room and adjoining accommodation. Potential creation of meeting rooms, activity spaces, community offices, lettable workspace or income-generating facilities. Upgrades to building services including lighting, power, heating, ventilation, data and digital infrastructure. Decoration, making good and associated finishing works. Victory Hall Works Victory Hall is an established community venue used for events, performances, meetings and private hire activities. The Council seeks improvements that increase accessibility, improve functionality and enhance the venue's long-term sustainability. The scope is expected to include: Installation of a new accessible community kitchen within the existing bar area. Associated electrical, plumbing, ventilation and extraction works. Conversion of the former kitchen area into storage and cloakroom facilities. Creation of secure storage facilities for community users and hirers. Provision of a compliant external means of escape. Accessibility improvements to entrances, circulation routes and facilities where achievable within the available budget. Fire safety improvements and associated external works. General refurbishment, decoration and building works as required. General Requirements Tenderers will be expected to: Develop and complete detailed design proposals following contract award. Demonstrate compliance with Building Regulations, British Standards and all relevant statutory requirements. Take account of accessibility recommendations and asbestos management information provided by the Council. Deliver the works whilst maintaining safe operation of occupied community facilities where required. Provide programme management, site supervision, quality management, health and safety compliance and stakeholder engagement. Supply all labour, materials, plant, equipment, surveys, temporary works and specialist subcontractors necessary for completion. Provide testing, commissioning, certification, operation and maintenance manuals, warranties and as-built documentation. The Council is seeking a contractor with demonstrable experience of refurbishment, adaptation and improvement projects within community, public sector, education, leisure or similar occupied environments. The successful contractor must provide a practical, cost-effective and deliverable solution that maximises community benefit whilst achieving best value and ensuring long-term sustainability of the facilities.
