Background Tolga municipality shall establish a dynamic purchasing system for user-controlled personal assistance (BPA). The municipality currently stands for this, but would like experienced tenderers to take over the responsibility. The municipality needs a more robust and flexible scheme that can ensure stable and predictable operation for several users with different needs profiles. It is particularly important to ensure safe handling of absence, low turnover in the assistant group and good continuity of the service delivery. The dynamic purchasing system is being established to give the municipality continuous access to qualified tenderers who can provide complete BPA services, at the same time as user participation and structured cooperation with relatives and guardians. Description of the delivery The procurement is for the establishment of a dynamic purchasing system for user-controlled personal assistance (BPA) for Tolga municipality. The scheme shall cover the municipality ́s need for complete BPA deliveries to several users. The delivery includes overall responsibility for the BPA scheme, including recruitment of assistants, training, temporary staff management, work management, rota planning, employer responsibility for BPA assistants as well as ongoing operations, quality assurance and follow-up. Tenderers who are included in the scheme must be able to provide services with a high degree of continuity, flexibility and quality, suitable for each user ́s needs. Good interaction shall also be facilitated through permanent contact persons and regular cooperation meetings with users, relatives and guardians where relevant. The dynamic purchasing system shall give the municipality a suitable basis for later call-offs and competitions for BPA services within the scheme ́s scope.

Background This competition is being held under the dynamic purchasing system 'Dynamic purchasing system for user controlled personal assistance'. The competition is for a concrete call-off under the scheme, where Tolga municipality invites qualified tenderers to submit a tender for the delivery and administration of a BPA scheme. The aim of the call-off is to cover a limited and concrete need for BPA services. Further details on the assignment ́s content, scope and price model are given below. Description of the assignment Tolga municipality needs an external supplier who can take over the overall responsibility for a user-controlled personal assistance scheme for a 14-year-old girl with extensive assistance needs. The aim is to ensure the user and her family a safe, stable and predictable service, while the municipality receives a robust organisation of the scheme with clear placement of responsibility, ongoing follow-up and the necessary reporting. The procurement is for a complete BPA delivery within a scope of up to 250 hours per week, based on the current decision and the current rota needs. The stated number of hours is calculated from the actual rota, which currently consists of the following guards: 07.00-19.00: 1 assistant, 07.00-14.30: 1 assistant, 14.00-21.30: 1 assistant and 21.15-07.15: 1 assistant. The tenderer shall organise, staff and follow-up the scheme as a total delivery, including safeguarding staffing, training, work manager support, rota planning, daily follow-up of assistants, handling temporary staff needs and employer responsibility. There are currently approx. seven man-labour years connected to the scheme. The current staffing consists of four permanent employees and one year temporary staff, in addition to the hire from a temporary staff agency and some temporary staff and some temporary staff. Employees who want this shall be offered a transition of employment relationships from the municipality to the chosen tenderer. The municipality assumes that the tenderer must be able to take over an established service in a way that ensures stability in the transition phase and facilitates the continuation of relevant competence and manpower. The scheme shall function stable over time, with a permanent organised assistant team, sufficient back-up manpower and the ability to handle absences without this affecting the user's everyday life and safety. The assignment includes not only the delivery of hours, but also the responsibility to ensure a sustainable and well-functioning BPA scheme suitable for the user ́s concrete needs. The hours shall be used to cover the need for personal assistance for daily tasks, including personal care and self-care, general leisure activities and daily household assignments. Furthermore, the hours shall be used for simple health services. The hours will not be used for other assignments than those listed above. The municipality will emphasise that the tenderer can provide a comprehensive and coordinated service with a good understanding of work with youth, close cooperation with the family and good interaction with the municipality. The need for services will be continually assessed and the services can be changed or terminated in line with changes in the user ́s help needs. The hours awarded must be used within each calendar year and cannot be transferred to later years. The allocated hours shall as a starting point be used within the municipality ́s borders. The hours can be used for journeys that can be carried out within the employees ́ ordinary working hours. The hours can also be used for domestic and international journeys, provided that this has been clarified and approved by the municipality in advance, as well as by the employees who will participate in the journey. Price The price is given by the municipality as an hourly rate including other costs. The actual hourly rate for the service is NOK 525,- per hour. Prices can be regulated annually after the first contract year. The price regulation shall follow SSB KPI, and the regulation date is set to 1 January.
