Background Tolga municipality shall establish a dynamic purchasing system for user-controlled personal assistance (BPA). The municipality currently stands for this, but would like experienced tenderers to take over the responsibility. The municipality needs a more robust and flexible scheme that can ensure stable and predictable operation for several users with different needs profiles. It is particularly important to ensure safe handling of absence, low turnover in the assistant group and good continuity of the service delivery. The dynamic purchasing system is being established to give the municipality continuous access to qualified tenderers who can provide complete BPA services, at the same time as user participation and structured cooperation with relatives and guardians. Description of the delivery The procurement is for the establishment of a dynamic purchasing system for user-controlled personal assistance (BPA) for Tolga municipality. The scheme shall cover the municipality ́s need for complete BPA deliveries to several users. The delivery includes overall responsibility for the BPA scheme, including recruitment of assistants, training, temporary staff management, work management, rota planning, employer responsibility for BPA assistants as well as ongoing operations, quality assurance and follow-up. Tenderers who are included in the scheme must be able to provide services with a high degree of continuity, flexibility and quality, suitable for each user ́s needs. Good interaction shall also be facilitated through permanent contact persons and regular cooperation meetings with users, relatives and guardians where relevant. The dynamic purchasing system shall give the municipality a suitable basis for later call-offs and competitions for BPA services within the scheme ́s scope.
