This prior information notice will be sent out to make the market aware of upcoming, planned competition for the procurement of a contract for the receipt of food waste, as well as give the market the opportunity to provide input for the procurement as it is being prepared. The competition is being planned and no details have been decided yet. However, it is planned for a contract that aims to receive what the contracting authority collects and manage it further. The expected volumes of waste are approx. 4,000 – 4,500 tonnes per annum. The waste is collected by the contracting authority itself with its own vehicles and crew, and thereafter it is currently driven to the contracting authority ́s own area at Trollmyra at Bergermoen in Jevnaker municipality, for unloading and receiving. The tenderer shall take over the waste there. The contracting authority could also be able to transport the waste a limited distance to the tenderer. This interface has not yet been clarified and input can be given on this. The assignment includes full responsibility and all the necessary assignments of processing the waste after the contracting authority has handed it over after the collection. The assignment with treatment thus includes reception, control, sorting, all transport, all the necessary pre-processing, all storage and interim storage and final treatment of biogas production. A contract is planned for one year, but can be extended by the contracting authority for one year at a time over several years. As a climate requirement, there will probably be a requirement that food waste is utilised for biogas production. There will probably also be limits on how far the waste can be transported to final treatment. Contractual requirements that give the contracting authority the right, but not an obligation, to demand a presented climate gas budget and accounts, with the accompanying daily fine in excesses, will also be considered. It may be relevant to soften or change these planned requirements, if there are well reasoned inputs before the announcement. Further climate and/or environmental requirements will probably also be included, but this has not yet been decided. The competition will follow the procurement regulations parts I and III, but it has not been decided which procurement procedure shall be used. Market parties/interested parties who would like to give input on all sides of the procurement, be it the requirement specifications, requirements and criteria in the competition or contract terms.
