Transport Infrastructure Ireland (TII), acting as the Sponsoring Agency for the Dublin MetroLink programme, is issuing this Periodic Indicative Notice (PIN) to initiate early market engagement with potential insurance providers. The purpose of this engagement is to inform the development of an Owner Controlled Insurance Programme (OCIP) that will support the delivery of MetroLink—one of Ireland’s most significant public transport infrastructure projects. TII seeks to engage with experienced lead and follow market insurers, to explore market capacity, underwriting appetite, and optimal structuring of insurance coverage for the construction of the programme. This PIN does not constitute a call for competition but serves to facilitate dialogue and gather insights that will shape the final specification and the forthcoming procurement strategy. TII will take appropriate measures to ensure that competition is not distorted by the participation of any economic operator in this market engagement.

Objective of Market Engagement TII seeks to: • Gauge market capacity and appetite for participation in the OCIP. • Understand underwriting requirements and risk appetite. • Receive feedback on proposed coverage structures, limits, and deductibles. • Identify potential insurers for future tendering • Inform the procurement strategy and contract packaging. Scope of Engagement This engagement is open to: • Lead insurers with capacity for large-scale infrastructure OCIPs. • Follow insurers interested in participation. Legal and Procurement Notes: Participation in this engagement does not constitute a commitment to participate in any future procurement process. Nor does it create any contractual or legal obligation on the part of the contracting authority. This PIN is not a call for competition. No tender documents are available at this stage. Any future procurement will be advertised via the Official Journal of the European Union (OJEU) and www.etenders.gov.ie Participants are reminded that they must not discuss their responses or share any commercially sensitive information relating to this market engagement with any other participant. Participation in this engagement does not prejudice future tender eligibility.
