MARKET SURVEY / RFI Gjøvik municipality is considering to procure a digital trade and quality system for the health and welfare services. The objective of this market survey is to: * Map out what systems are available in the market * Assess whether there are several tenderers who can cover the municipality ́s needs * Collect information as a basis for further procurement strategies The market survey is not a competition, but a non binding dialogue prior to any procurement, cf. the Public Procurement Regulations § 15-1. DESCRIPTION OF NEED The municipality needs a system that can offer: * Knowledge based professional procedures for health personnel * System for competence development and training * Updated professional guidelines * Access via internet, mobile and outside work place * Possibility for local adaptation and administration * Integration with electronic patient journal (EPJ) and/or a quality system QUESTIONS TO BE ANSWERED   1. SUPPLIER AND SYSTEM 1.1. Can you describe the solution you offer that covers the need? 1.2. Which customers in the public sector currently use the system? Please provide references. 1.3. Is the system standardised, or does it require adaptations when implementing? 2. FUNCTIONALITY 1. SUPPLIER AND SYSTEM. State whether the solution offers the following functionality and briefly describes: 2.1. E-learning and/or competence management 2.2. Tests and/or certification systems 2.3. Professional procedures and knowledge base 3. INTEGRATIONS AND TECHNICAL CONDITIONS 3.1. Can the system be integrated with EPJ systems? If so, which ones? 3.2. Supported logon via Single Sign-On (SSO)? 3.3. Is access offered via mobile and/or tablet? 3.4. Is the system available via the Norwegian Health Network? 4. PRICE AND COMMERCIAL TERMS 4.1. How is the system priced (describe the price model)? * Per user * Per inhabitant * Fixed price * Any other models 4.2. Which cost elements are included: *One-time fee * Annual license * Implementation Costs 4.3. What is included in the licence (e.g. trade content, updates, support)? 4.4. What is typical annual cost for a municipality with approx. 30,000 inhabitants? 5. IMPLEMENTATION AND FOLLOW-UP 5.1. What is included in the implementation phase? 5.2. How much assistance from the contracting authority is normally necessary? 5.3. Are training and courses offered? Describe the extent and form. 5.4. What is typical implementation time? 6. DIFFERENTIATION 6.1. What are you considering the most important conditions that separate your system from other equivalent systems in the market?
