The European Commission, within the scope of the joint procurement agreement adopted on 10 April 2014 implementing Article 5 of Decision No 1082/2013/EU of the European Parliament and of the Council on serious cross-border threats to health and referred to below as the contracting authority, is planning to award contracts resulting from this dynamic purchasing system (DPS) procurement procedure. This dynamic purchasing system is for the supply of personal protective equipment (DPS-PPE). The procurement documents consist of the contract notice, the DPS specifications and the draft contract with their respective annexes. The subject of the dynamic purchasing agreement (DPS) is the supply of personal protective equipment to combat COVID-19, as well other serious cross-border threats to health, in the meaning of the Decision 1082/2013/EU, or any other applicable EU legal act. PPE – DPS stage I. This is a completely electronic process. The PPE DPS is a form of a restricted procurement procedure, and it occurs in two stages: 1. The contracting authority will assess the submitted applications. The contracting authority admits all candidates that satisfy the selection criteria and that are not in an exclusion situation, to become participants in the DPS phase; 2. When the contracting authority wishes to use the DPS, it sets up a call for tenders in which participants can submit tenders for specific supplies. Only participants previously admitted in the DPS are invited to join a call for tenders and submit a tender.
