The contract aims to provide technical assistance to improve the effectiveness, consistency, and citizen orientation of Jordan’s public administration by supporting Service and Public Administration Commission (SPAC) and selected public institutions in the application of: coherent competency frameworks, staff selection and leadership assessment tools, operational planning tools, and performance appraisal arrangements in practice; and common standards, service engineering methods, operating tools, performance measures, and quality-assurance arrangements for government services across delivery channels.
