BACKGROUND: -- The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to The Land Development Agency (LDA), for the Site Investigations Framework. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €8.75 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation DESCRIPTION OF THE FRAMEWORK: -- The framework is intended to cover site investigations works related to Geotechnical and Geoenvironmental specialties. The framework will be utilised to engage contractors to undertake intrusive site investigation works specified by the project engineer. Examples of the intrusive investigations include; • Trial Pits to 3m • Boreholes to 15m • Rotary Cores to 20m • Geotechnical Lab tests • Geoenvironmental Lab Tests The framework will be utilised for LDA Projects throughout Ireland. The sites will vary in size and complexity. Projects will be focused on residential use, with a variety of high-density developments and low-density developments. The development sites may be Greenfields or brownfields sites. The framework members will be expected to undertake the intrusive site investigations works on site and produce the accompanying reporting. They will be expected to have suitably qualified and experienced resources in Geotechnical and Environmental disciplines. Examples of the required reporting include; • Geotechnical o Factual Ground Investigation Report o Interpretative Ground Investigation Report • Geoenvironmental o Waste Classification Report o Geoenvironmental Soil Classification Drawings o GQRA It is anticipated that the framework will have a duration of four (4) years with an estimated value of four (4) million euros total. This figure is indicative only, as there is no guaranteed expenditure under the Framework Agreement. DESCRIPTION OF THE PROCUREMENT: -- The framework is intended to be established through a one-stage Open Procedure in accordance with Directive 2014/24/EU, with up to six economic operators appointed. Additional details will be provided in the tender documentation at the time of publication.
