The Housing Agency is facilitating this procurement process on behalf of the Waterford City and County Council as the Lead Authority for the Southeast region on behalf of Wexford County Council, Kilkenny County Council, Tipperary County Council, Carlow County Council and the HSE to establish a Panel for Tenancy Supports, Property Sourcing, Intake/Referral, Health Supports and related Services for the Housing First Programme in the Southeast Region.The Competition to establish the Panel is being conducted in accordance with Part 3, Chapter 1 of the European Union (Award of Public Authority Contracts) Regulations 2016 applicable to social and other specific services. Accordingly, the Competition is subject to the light-touch procurement regime applicable to such services. This regime will also apply to the award of contracts under the Panel. An initial contract or contracts will be awarded following establishment of the Panel, with provision for negotiation as part of the award process. The initial deadline for receipt of Applications as per the Panel Invitation will apply to facilitate the processing of applications for Panel membership, ranking of successful applications and the award of the initial contracts. The procedure adopted reflects the flexibility available in respect of social and other specific services under Title III of Directive 2014/24/EU and Part 3, Chapter 1 of the Regulations. Initial Contract(s) to be Awarded under the SOUTHEAST HOUSING FIRST PANEL For TENANCY SUPPORTS, PROPERTY SOURCING, INTAKE, HEALTH SUPPORTS and RELATED SERVICES

Qualifying for a panel, does not constitute an award of a contract nor does it indicate that any contract will be awarded. However, it should be noted that this procurement process covers both the establishment of a Panel and the awarding of an initial contract or a number of initial contracts to meet the initial requirements under the Panel. The following services will be part of the initial contract(s) to be awarded under the Panel: i. Intensive Case Management (Visiting Support Team) ii. Ancillary Supports (Peer support and community integration) iii. Tenancy Sourcing and Delivery iv. Any other related services to meet the immediate requirement for current and projected Housing First tenancies for Southeast region as per the Panel Invitation. An initial contract/initial contracts to be awarded will be for a period of 3 years with the option to extend for a further four (4) periods of up to 1 year up to a maximum duration of seven (7) years in total for the initial contracts subject to annual, periodic, and other reviews, at the sole discretion of the Contracting Authority.
