Public Services Delivery Scotland (PSD Scotland), on behalf of all NHS Scotland Health Boards, intends to establish national Framework Agreement for the provision of construction and property consultancy services. The proposed framework will provide a consolidated route to market for consultancy services supporting construction, property and estates projects across NHS Scotland including design, technical advisory and specialist consultancy services. The framework will complement and support the development of a national contractor framework and will rationalise a number of existing consultancy routes currently used across NHS Scotland.

Lots to be defined following market engagement

PSD Scotland intends to undertake a tendering exercise to establish a multi-supplier framework for the provision of construction, property and estates consultancy services. The framework will be available to NHS Scotland Health Boards, Special Boards and associated public sector organisations and will support delivery across a wide range of estates environments. The scope is expected to include (but is not limited to): - Architectural and design services - Civil, structural, mechanical and electrical engineering design - Quantity surveying and cost consultancy - Building surveying - Clerk of works / site supervision - Healthcare planning services - Construction Design and Management (CDM) and health and safety advisory services - Sustainability and climate emergency consultancy - Technical advisory services - Combined consultant team services The framework is expected to support projects including: - Minor works and refurbishment - Backlog maintenance - Infrastructure upgrades and estate adaptations - Medium to large scale capital projects - Feasibility studies and business case development - Service planning and estate reconfiguration It is anticipated that the framework may include both national consultant lots (e.g. professional disciplines and specialist services) and regional consultant lots to support local delivery and SME participation.
