Göng og brú is a new Icelandic State-owned infrastructure company established to finance, build, own, operate and maintain major transport infrastructure of national economic importance, constituted under the Act No. 70/2026 on Innviðafélag. It follows the model of comparable State-owned infrastructure companies in the Nordic region, including Sund & Bælt in Denmark and Iceland’s own experience with the Hvalfjörður tunnel. It will operate at arm’s length from the Government, on a commercial and self-sustaining basis. Göng og brú’s initial portfolio represents a capital programme in excess of EUR 1.5 billion, encompassing, amongst other things, the Sundabraut arterial route in Reykjavík, a second bore of the Hvalfjörður sub-sea tunnel, and the forward financing of the new Ölfusárbrú bridge, with further projects to follow under the 2026–2040 National Transportation Plan. Together these projects represent a multiyear capital programme of substantial scale. This notice is published as part of a Pre-Market Engagement (PME) exercise, in respect of a proposed Framework, conducted prior to any formal procurement process. The PME allows Göng og brú to refine its thinking on scope, procurement structure and market appetite, and gives interested organisations an early opportunity to help shape the approach. The PME comprises three elements. First, interested organisations may request the PME Information Document and questionnaire, which sets out background on Göng og brú and its programme and invites structured written responses. Second, a Plenary Meeting will be held online on 3 November 2026, at which further information will be presented. Third, following review of questionnaire responses, Göng og brú may invite selected organisations to participate in individual virtual one-to-one discussions on a confidence-protected basis.

Pre-Market Engagement regarding the appointment of a Financial Adviser & related services Framework (the Framework)

Göng og brú is seeking to appoint suppliers to a Financial Adviser & Related Services Framework. The current intention is that the Framework will not be divided into lots. The intention is to appoint 3 (three) organisations to the Framework (the Framework Providers). The current intention is that the tenderer which submitted the offer that received the highest score in the final evaluation will subsequently be appointed, in accordance with the terms of the Framework, as the Programmatic Financial Adviser to act as advisory partner across the life of Phase 1 of Göng og brú’s programme, with the potential to extend this appointment to subsequent phases if/when committed. During the term of appointment, the Programmatic Financial Adviser will be expected to work exclusively with Göng og brú and will not hold any role with any contractor, designer, financer, or other supply chain participant on any of the projects to be delivered through the programme. In addition to the Programmatic Financial Adviser, it is Göng og brú’s current intention that the tenderers placed second and third in the final evaluation of tenders will each be awarded a place on the Framework panel as Framework Partners (Financial Advisory). The current intention is that all three Framework Providers will have an opportunity to be considered for individual Project finance advisory roles, with Göng og brú retaining discretion as to the method by which any such role is allocated as the Programme progresses. The procurement documentation issued as part of the formal procurement process will contain a detailed description of this aspect. It is not expected that either of the other two Framework Partners (Financial Advisory) will have to be exclusive to Göng og brú, in the same way as is required of the Programmatic Financial Adviser. Prior to launching a formal procurement process, Göng og brú is inviting market input to inform and refine its thinking on project scope, delivery structures and procurement strategy for this Framework only. Göng og brú is keen to receive market views on which services should fall within the Framework scope, including suggestions on which services should be retained in-house, and/or whether any services are missing or should be structured differently. Göng og brú is at an early stage of developing its procurement strategy but, as noted above, its current thinking is that it would appoint a single Programmatic Financial Adviser and two further Framework Partners (Financial Advisory); and, in setting up the Framework, will use a procurement procedure that allows meaningful dialogue with bidders to refine the scope and delivery approach before contract award. Please note that further PME exercises, focused on other future contracts, will likely be launched in forthcoming months and years.
