PROVISION OF OPTOMETRY SERVICES FOR HMP CARDIFF
Cardiff and Vale University Health Board intends to commission a provider to deliver comprehensive optometry services at HMP Cardiff for an initial contract period of 1 year, with the option to extend for 2 further years in 12-month increments at the Health Board's discretion. The service will provide timely access to routine and clinically necessary eye care for the prison population, including sight tests, assessment and management of visual and ocular conditions, provision of spectacles where clinically required, and referral to secondary care ophthalmology services when appropriate. The successful provider will deliver regular on-site clinics, supplying all necessary equipment, consumables and professional expertise to undertake examinations and provide patient-centred care. The provider will be expected to work collaboratively with prison healthcare teams to support effective care pathways, continuity of care and accurate clinical record keeping. The service aims to improve visual health outcomes for prisoners, many of whom have unmet eye care needs on entry to custody. By supporting early diagnosis, treatment and ongoing management of eye conditions, the service will contribute to improved health, wellbeing and participation in education, rehabilitation and daily activities within the prison environment. Services must be delivered in accordance with relevant professional, clinical and regulatory standards and will be subject to contract management and performance monitoring arrangements to ensure the delivery of a safe, effective and high-quality service.
