Statnett SF has conducted a competitive procedure with negotiation following prior publication of a notice, cf. the Regulations on Procurement Procedures in the Utilities Sector (the Utilities Regulations) Parts I and II, for the award of a framework agreement for the purchase of assistance within control room design and development. The background for the procurement is the ongoing development within digitalisation, automation and other changes affecting work processes and the design of control rooms, which creates a continuous need to engage expertise in this area. The framework agreement shall cover Statnett's need for services and advisory support within user interfaces, control room design, layout and the organisation of work processes in control rooms, including the development of prototypes and/or simulations of design solutions. The supplier shall base its deliveries on recognised methods, best practices and standards for safety-critical environments, with an emphasis on user involvement. A framework agreement is entered into with a single supplier. The agreement has a duration of 4 years, with an option for the Contracting Authority to extend by up to 2 + 2 years, for a maximum total of 8 years.
