Göng&Brú is a new Icelandic State-owned infrastructure company established to finance, build, own, operate and maintain major transport infrastructure of national economic importance, constituted under the Act on Innvidafélag enacted by the Icelandic Parliament on 18 June 2026. It follows the model of comparable State-owned infrastructure companies in the Nordic region, including Sund & Bælt in Denmark and Iceland’s own experience with the Hvalfjörður tunnel. It will operate at arm’s length from the Government, on a commercial and self-sustaining basis. Göng&Brú’s initial portfolio represents a capital programme in excess of EUR 1.5 billion, encompassing the Sundabraut arterial route in Reykjavík, a second bore of the Hvalfjörður sub-sea tunnel, the forward financing of the new Ölfusárbrú bridge, and the Fljótagöng Tunnel, with further projects to follow under the 2026–2040 National Transportation Plan. Together these projects represent a multiyear capital programme of substantial scale. This notice is published as part of a Pre-Market Engagement (PME) exercise conducted prior to any formal procurement process. The PME allows Göng&Brú to refine its thinking on scope, procurement structure and market appetite, and gives interested organisations an early opportunity to help shape the approach. The PME comprises three elements. First, interested organisations may request the PME Information Document and questionnaire, which sets out background on Göng&Brú and its programme and invites structured written responses. Second, an Open Day will be held in Reykjavík on 17 September 2026, at which further information will be presented and introductory meetings with the Göng&Brú project team will be available. Third, following review of questionnaire responses, Göng&Brú may invite selected organisations to participate in individual one-to-one discussions on a confidence-protected basis.

Göng&Brú is seeking to appoint a Client Side Support Team (CSST) to act as its exclusive client side advisory partner with the potential to support the full life of the programme. During the term of appointment, the CSST will be expected to work exclusively with Göng&Brú and will not hold any role with any contractor, designer, financer, or other supply chain participant on any of the projects to be delivered through the Programme. The CSST will be responsible for providing Göng&Brú with the breadth and depth of expertise necessary to act as an informed, capable, and commercially astute buyer across all stages of each project delivered through the Programme, from early development and financing through to construction, commissioning, and operations. Prior to launching a formal procurement process, Göng&Brú is inviting market input to inform and refine its thinking on project scope, delivery structures and procurement strategy. Whilst this PME is focused on the CSST Procurement (as this will be the first procurement to formally come to market), Göng&Brú would be interested to receive questionnaire responses from any organisations that might see themselves potentially competing to be involved in this wider investment programme from any perspective, whether that be as a supplier, funder or a contractor. Notwithstanding this, please note that future PME exercises, focused on other future contracts, will likely be launched in forthcoming months and years. Göng&Brú is keen to receive market views on which services should fall within the CSST scope, which should be retained in-house, and whether any services are missing or should be structured differently. Göng&Brú is at an early stage of developing its procurement strategy but its current preliminary thinking is that it would appoint a single integrated CSST partner; and use a procurement procedure that allows meaningful dialogue with bidders to refine the scope and delivery approach before contract award.
