Intention announcement - Intermittent suppression treatment of the extremities – Non-invasive treatment for conditions related to reduced blood circulation in the extremities DescriptionSykehusinnkjøp HF has, on behalf of the health authorities in Norway, intention to enter into a framework agreement with Ortomedic AS for the deliveries of FlowOx intermittent empress treatment for blood circulation treatment in bones. Products are used for the treatment of conditions and diseases of the foot, ankle and lower leg that are associated with inhibited blood circulation. The contract is for the procurement of the apparatus itself and consumables. The maximum contract period is four years. The total value, if the contract is extended to four years, is estimated to NOK 40 million. The first time a national contract has been signed for this product area, and the product area is expected to be of some growth when a contract is signed. However, it is uncertain at what rate the form of treatment will be used in the health authorities. There is, therefore, considerable uncertainty connected to the estimate. The maximum value of the agreement is NOK 100 million. Description of the procurementThis intention notice is anchored in the procurement regulations § 13-4 letter b no. 2, which allows procurement without competition when technical conditions make competition impossible. The treatment is intended for patients with peripheral arterial disease, diabetic and non-diabetic arteriopathic foot and bone ulcers, intermittent claudication and resting pain and foot and bone ulcers of mixed aetiology and/or pain/spasticity or uncomfortable in connection with immobility. The expected effect is an increase of blood flow to extremities and thereby improved lifting of chronic wounds, reduced pain and reduced risk of amputations. Two mini method assessments have concluded that FlowOx increased blood circulation in the legs in patients with reduced arterial circulation, as well as improved walking distance and wound healing in patients with peripheral circulation failures. Sykehusinnkjøp HF therefore intends to enter into a direct contract with Ortomedic AS for the delivery of FlowOx Intermittent Suppression Treatment, cf.
