Background Vennesla municipality shall replace the artificial grass cover at Moseidmoen training ground. The current cover is worn, has an uneven surface and no longer fulfils the current function and quality requirements. The municipality therefore needs to establish a new system that ensures a smooth and robust playing surface with good properties of use and safe use over time. The aim of the procurement is to establish a new fill-free artificial grass system suitable for football activities in Nordic conditions. The system shall contribute to high durability, stable playing properties and an appropriate operational and maintenance need throughout the year. The procurement shall also support the municipality ́s goal of environment, sustainability and long-term resource management. The choice of a fill-in free artificial grass cover is justified in assessments connected to operation, maintenance and environmental impact. Tenderers must therefore assume that a complete system is requested that safeguards these considerations within the framework of the tender documentation. Description of the assignment The procurement is for the delivery and assembly of a complete fill-free artificial grass system at Moseidmoen training ground. The delivery includes an artificial grass cover, elastic layer (pad), marking and other work included in the tender documentation. Ground works are to be carried out in a separate contract and are not included in this procurement. Before the work starts, the tenderer shall participate in inspections of the substrate together with the contracting authority. Any deviations that may affect the delivery shall be notified the contracting authority without undue delay and before the work starts. The tenderer shall assume that the substrate at the inspection site fulfils the contract requirements for the ground contract. Tenderers shall plan their work so that assembly can start without undue delay after the substrate is approved and available. Necessary fine screeds, cleaning and minor adjustments to the substrate that are naturally due to weather influence and normal influence in the period between the inspection inspection and start of the works, shall be included in the contract sum. A functional and robust track structure is requested that provides a level playing surface, good cushioning and playing ability, high durability and safe use. The artificial turf shall take care of the requirements for the qualities of artificial grass for football from the Ministry of Culture, Oct. 2019. Requirements in accordance with NS-EN 15330-1:20131, including requirements for documented qualities and testing. Stabilising sand can only be used in necessary outer zones outside of the playing surface, one metre off the sidelines. Such use shall be limited to what is necessary for the system's function and lifetime, and the sand shall not contain synthetic materials. Upon hand-over the tenderer shall submit complete MOM documentation, maintenance instructions, test reports, match documentation and other final documentation. The assignment includes documentation and testing as stated in the requirement specification.
