The extension of the current contract is required as the new procurement process cannot be completed before the expiry of the existing contract. To ensure continuity of service and mitigate operational risk to the Contracting Authority, a contract modification has been implemented. The modification is justified on the basis that additional services by the original contractor have become necessary and were not included in the initial procurement. A change of contractor at this stage would result in significant inconvenience to the Contracting Authority and would lead to substantial duplication of costs, including transition, mobilisation, and service continuity expenses. The extension is therefore necessary to maintain uninterrupted service provision while the replacement procurement process is completed and a new contract is awarded.
