Alver municipality intends to enter into a contract for debt management with Bergen Capital Management AS. The contract comprises the purchase of services for managing the debt portfolio for the municipality including, competition for banks and asset markets, consultancy services, reporting, etc. After a market survey, the contracting authority has not identified other suppliers who currently offer equivalent services. The contracting authority intends to conduct lifts for direct procurement, cf. the Procurement Regulations (FOA) § 5-2 (1) letter a, as an option for entering into a contract, for legal competition when the contracting authority can enter into a contract with a specific tenderer.
