The purpose of this contract is to conclude a framework agreement covering the acquisition, integration, commissioning, corrective and adaptive maintenance, as well as the acquisition and/or possible development of new functionalities for a Congestion Management System.
The aim of the contract is to conclude a Framework Agreement with several Economic Operators.
The aim of the contract is to conclude a cascading Framework Agreement with the first 2 Tenderers ranked according to the award criteria. Only the Tenderer ranked first according to the award criteria will be considered an "active" Contractor. The other Tenderer (ranked second) will be considered as the "reserve" Contractor. His contract may only be activated in the event of failure by the active Contractor.
In this context, the Contracting Authority reserves the right, while complying with public procurement regulations, to call upon the reserve Contractor who submitted the second most economically advantageous tender based on the Framework Agreement award criteria (cascade principle).
Consequently, the defaulting Contractor, in accordance with the official measures provided for in the Royal Decree of 14/01/2013 establishing the general rules for the execution of public contracts, will have their contract for this Framework Agreement terminated for the remaining duration of the Framework Agreement.
The contract comprises 1 lot:
Lot 1: Congestion Management System
This lot covers the implementation of an advanced congestion management system, including:
• power flow calculation and state estimation capabilities for the electricity distribution network;
• short-term forecasting of loads and generation;
• identification of congestion risks using a Congestion Risk Indicator (CRI);
• optimisation and classification of remedial actions, including in particular the use of contractual flexibilities, with a register of flexible customers and their activation conditions.
This solution must be designed to ensure close, robust and bidirectional integration with the ADMS/SCADA system currently in use at Sibelga. The contract will also cover the necessary interfaces with the systems the solution must interact with (GIS, MDM, FlexHub, etc.) to ensure coherent and comprehensive use of network data and flexibility mechanisms.
