NHS Surrey and Sussex ICB have opened the NHS Surrey and Sussex ICB Any Qualified Provider (AQP) Contract for applications. This procurement is run as a competitive process (with multi-provider award) under the Provider Selection Regime (PSR). The Contract covers the personalised commissioning of adult All Age Continuing Care (AACC) funded home care for individuals in Sussex assessed as eligible, including end-of-life care via the Fast Track Pathway and specialist and non-specialist NHS Continuing Healthcare (CHC). The services will be delivered by CQC registered home care providers (CQC service type: domiciliary care service) or by CQC registered hospice providers delivering hospice at home services. The contract will include both non-specialist and specialist home care services under defined Care Tiers. Applications are open from 22 June 2026 and will close at 5:00 pm on 24 July 2026. Services will commence from 1 November 2026. Timelines are indicative and may be subject to change. The Contract Term is 3 years from service commencement, and the Commissioner may opt to extend the Contract Term by up to 2 years, in accordance with Schedule 1C of the Contract Particulars.

Applications must be submitted through CarePulse eProcurement: https://www.eprocurement.carepulse.co.uk. Full details of the qualification criteria are provided in the procurement documents, available from the CarePulse eProcurement site. To be eligible, a provider must operate at least one CQC-registered service location which is not rated Inadequate. In addition, the service location must satisfy at least one of the following: it has a CQC-registered address within Sussex or within 3 miles of the Sussex border; or it holds Treatment of Disease, Disorder or Injury (TDDI) registration. All providers that meet the eligibility and qualification criteria will be awarded a contract. There is no limit to the number of Providers that can join the Contract. All awarded providers will be added to the AQP list which will be the primary route for the ICB to commission CHC home care packages. Please note that it is a zero-value contract, so there is no guaranteed volume of activity or payment to providers. There is no minimum number of packages that the Provider can expect to receive through the Contract. The Contract will include both non-specialist and specialist home care services under defined Care Tiers. Providers will be able to select the Care Tiers and areas that they can deliver against. Providers are not required to deliver against all Care Tiers or in all areas. Queries relating to the tender must be submitted through CarePulse eProcurement. The deadline for submitting queries is 5:00pm, 10 July 2026. Evalucom are managing the procurement process on behalf of the NHS Surrey and Sussex ICB Commissioning Authority.
