The Scottish Prison Service (SPS) requires a suitably qualified multidisciplinary supplier to prepare three (3) Conservation Strategies for selected historic assets across its estate. The commission will cover the following sites: HMP Barlinnie (Glasgow), HMP Castle Huntly (near Dundee) and HMP Perth (Perth). The Conservation Strategies will act as practical, significance-led management tools to support maintenance, repair, operation, adaptation, and future decision-making for historic and listed buildings.
The work will include (but is not limited to):
1) Review of baseline information and historic development
2) Building and fabric surveys
3) Structural appraisal input
4) Significance assessments
5) Condition surveys and defect registers
6) Preparation of marked-up drawings showing significance and risk
7) Development of prioritised action plans (short to long term)
8) Maintenance and operational guidance for estates teams
9) Advice on statutory consent and engagement with Historic Environment Scotland and planning authorities
10) Site-specific conservation policies
The outputs will comprise three Conservation Strategies, one per site, supported by drawings, action plans, and guidance documents.
The Scottish Prison Service (SPS) has commenced this procurement process with the intention of awarding a contract. The procurement will follow the GPA Procurement Procedure. Following publication of this Contract Notice, an Invitation to Tender (ITT) including the Single Procurement Document (SPD) will be published by SPS and will be made available to bidders. Tender responses will then be evaluated by the SPS in accordance with the ITT.
