This is a Provider Selection Regime (PSR) intended to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act do not apply to this award. In accordance with Regulation 10 of The Health Care Services (Provider Selection Regime) Regulations 2023, Hull City Council is looking to award a contract under the Most Suitable Provider process as the Council is able to identify the most suitable provider without running a competitive exercise, for the provision of Family Hub GP Drop In Clinic Services. The contract is anticipated to commence 1st July 2026 ending by 30th June 2027. The Authority has estimated the value of the services to be £55,000. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers (please email procurementteam@hullcc.gov.uk) by midnight on 8th June 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the Provider Selection Regime.

The Family Hub GP Drop In Clincs shall provide a GP 'drop-in' service at both the Rainbow Family Hub and the Fenchurch Family Hub. The service aims to improve the experience of families and their health outcomes by making holistic and preventative primary care accessible. Aims and objectives of service • Improve the experience of families and their health outcomes by making holistic and preventative primary care accessible. • Build the confidence, capability and health literacy of parents and carers to manage family health needs well by working alongside them with more flexible appointment times, in an environment tailored towards proactive health-oriented shared decision making. • Build trust and connections between services (for example, primary care, health visiting and Best Start Family Hubs) and upskilling of other professionals working in early years at the Family Hub.
