The consultancy service involves investigating the case for an infrastructure investment in a large civil ground station at Aalborg University. As the ground station has the objective to strengthen
Danish space research and development and be the supplier of satellite communication for the four Danish Space ESA missions (according to the Danish Space Strategy) including the Máni Mission
to the Moon, it is required the consultancy company has in deep knowledge about the Danish space
sector. The ambition is also to have the ground station obtained in the global ESA ESTRAC network of ground stations and position the ground station to be used in other ESA missions. Access to the ground station should also be sold for commercial activities (up to 20% of its availability).
The external consultancy should develop a solid basis for the business case and investigate the socio-economic impact for Denmark and Europe of the investment. Besides, they should develop convincing pitch materials to ensure sufficient external co-funding from Danish foundations. Therefore, it is required that the external consultancy has a competent team of space experts with extensive experience including investigating cases for Ground Stations. The consultancy company needs to have space-related competences in feasibility studies, business case analysis, and the market for access to large ground stations. The consultancy also needs to have a strong insight into the space sector in Denmark and Europe including a strong network.
The consultancy company London Economics has a space division with 10 space experts including a Danish partner. London Economics has carried out several analyses for the Danish government and ESA, and they have made due diligence of several ground stations investment cases. No other consultancy company have been identified to have sufficient space-specific knowledge and experience to carry out the consultancy services needed for investigating the case for the
infrastructure investment in a large ground station at Aalborg University.
