ProMOVIS II, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), supports Colombian cities in strengthening their capacities to deliver public transport systems that better serve their populations. Colombia has committed to ambitious climate targets under its Nationally Determined Contributions (NDCs), requiring a 51% reduction in projected emissions by 2030. The transport sector accounts for approximately 45% of energy related GHG emissions nationwide, making the decarbonization of urban transport one of the country's most impactful mitigation opportunities. Despite ongoing efforts, the integration of public transport systems at local and regional levels remains insufficient, affected by the lasting effects of the pandemic, financing gaps, low digitalization, and early stage regional integration, particularly critical in metropolitan regions with high intermunicipal commuting, such as Valle del Cauca. Within this context, ProMOVIS II concentrates technical cooperation efforts on strengthening public transportation, incorporating a regional integration perspective and initially focusing its actions on Valle del Cauca. The objective is that public transport in selected Colombian cities is more integrated, inclusive and environmentally friendly, pursued through three outcomes: (1) number of people benefiting from newly created or improved public transport; (2) funds secured by selected cities to finance environmentally friendly, integrated public transport projects; and (3) number of bus operators and transport authorities that assess that professionals trained in green jobs training formats contribute positively to integrated, inclusive and environmentally friendly public transport. Through technical assistance, financing-related support, and knowledge exchange, ProMOVIS II addresses the institutional, organizational and operational challenges that limit the effective integration and sustainability of public transport systems, working closely with national and local governments, transport authorities and other stakeholders to strengthen local capacities and develop solutions that are replicable, scalable and sustainable over time.
