The Norwegian Health Network SF (NHN) needs an advanced KI-tool that can be used by employees across disciplines; including developers, designers and other roles. The company currently uses GitHub Copilot and our developers have tested several alternative KI tools. They report that other IC systems provide better practical results than with the current system. The experience is that claude code in particular requires less detailed guiding, gives fewer errors, understands existing code better and more often delivers comprehensive proposals that can be used with less manual processing. In addition, it is very good at advanced agent development assignments, such as major changes to existing code bases, multi-file changes, refactoring, troubleshooting, test generation and work that requires a good understanding of project structure and established patterns. NHN under the auspices of the existing framework agreement for licenses already procured Claude Team Standard licences, but after an assessment, Claude Enterprise will enable Claude Enterprise to gather all use in NHN under joint licence and control mechanisms. In addition Enterprise gives the licence an option for a separate data processing agreement, control of where data is processed by the use of the system, as well as better security mechanisms than existing licences. The market for KI tools is developing quickly and the choice of Claude Code Enterprise is therefore based on an assessment of available systems at the time of the procurement and is not meant to establish any type of long term standardisation or supplier binding. Procurement form: NHN has examined the possibility of procuring Claude Code Enterprise licences through the existing framework agreement for software licences and at other suppliers in the market, but has been confirmed that the product cannot be delivered through them. Direct procurement from the manufacturers Anthropic, thus, appears as the only available option for procurement. Extent and value of the procurement: The procurement concerns a limited number of licences for Claude Enterprise, with a staged and needs controlled availability to employees. The estimated total contract value is NOK 3.5 million, but as the licences are largely consumable, uncertainty is given around the estimate. The actual cost will depend on the number of users and actual use over time. Options: No options. The contracting authority draws attention to the fact that after the intention notice has expired, a final assessment will be made before ordering the above mentioned licences if the prerequisites are completely or partly changed.
