Die Hamburger Energiewerke GmbH (HEnW) sind ein zu 100 % städtischer Energieversorger der Freien und Hansestadt Hamburg. Im Zuge der Energiewende und des Kohleausstiegs entwickeln die HEnW den Standort des ehemaligen Steinkohlekraftwerks Moorburg zu einem modernen Energiestandort weiter. Träger dieser Standortentwicklung ist die HEnW Energiehub Moorburg GmbH (nachfolgend "Auftraggeber"), eine Gesellschaft der Hamburger Energiewerke, die den "Energie Hub Moorburg (EHM)" realisiert und betreibt. Ein Teilvorhaben dieser Standortentwicklung ist die Errichtung eines großskaligen Batterie-Energiespeichersystems (BESS). Zur Realisierung dieser Anlage beabsichtigt der Auftraggeber, einen Generalunternehmer im Rahmen eines EPC-Vertragsmodells (Engineering, Procurement and Construction) zu beauftragen. Die vorliegende Projektbeschreibung dient als Grundlage des vorgeschalteten Teilnahmewettbewerbs und informiert interessierte Bewerber über Gegenstand, Umfang und wesentliche Randbedingungen des Vorhabens. Hamburger Energiewerke GmbH (HEnW) is a 100% municipally owned energy utility of the Free and Hanseatic City of Hamburg. In the course of the energy transition and the coal phase-out, HEnW is further developing the site of the former Moorburg hard-coal power plant into a modern energy site. The entity responsible for this site development is HEnW Energiehub Moorburg GmbH (hereinafter the "Client"), a company of Hamburger Energiewerke, which is implementing and operating the "Energie Hub Moorburg (EHM)". One sub-project of this site development is the construction of a large-scale Battery Energy Storage System (BESS). To realise this plant, the Client intends to commission a general contractor under an EPC contract model (Engineering, Procurement and Construction). This project description forms the basis of the preceding prequalification competition and informs interested applicants about the subject, scope and key boundary conditions of the project.

EPC-Errichtung Batteriespeicher Moorburg / Construction of the Battery Storage Moorburg

Ziel des Vorhabens ist die Errichtung eines betriebsbereiten Batteriespeichers mit einer installierten Leistung von 200 MW und einer Speicherkapazität zwischen 400 und 800 MWh. Die Anlage ist als kommerziell betriebene Anlage konzipiert und vorrangig auf die Teilnahme am Stromgroßhandel (Day-Ahead und Intraday) sowie an den Regelenergiemärkten ausgerichtet und sie soll einen Beitrag zur Stabilisierung des Stromnetzes leisten, die Integration erneuerbarer Energien unterstützen und Flexibilität im Energiesystem bereitstellen. Die Realisierung erfolgt vollumfänglich über einen EPC-Vertrag. Der Auftragnehmer übernimmt die Gesamtverantwortung für Planung, Beschaffung, Errichtung, Inbetriebnahme und Übergabe der schlüsselfertigen Anlage. Die Liefer- und Leistungsgrenze bildet das Umspannwerk, an das der Speicher angeschlossen wird. Darüber hinaus umfasst die Ausschreibung den geordneten Übergang in den Betrieb sowie langfristige betriebliche Absicherungen. Hierzu zählen insbesondere ein mehrjähriger Betriebs- und Wartungsvertrag (O&M), Verfügbarkeits- und Leistungsgarantien einschließlich der Absicherung der Kapazität über die Lebensdauer (Degradation), erweiterte Gewährleistungs- und Langzeitgarantien sowie eine gesicherte Ersatzteilbevorratung. Ziel ist ein über den gesamten Lebenszyklus zuverlässiger und wirtschaftlicher Anlagenbetrieb. The objective of the project is the construction of an operational battery storage facility with an installed power of 200 MW and a storage capacity between 400 and 800 MWh. The plant is designed as a commercially operated facility and is primarily geared towards participation in the wholesale electricity market (day-ahead and intraday) and the balancing energy markets. It is intended to contribute to the stabilisation of the power grid, support the integration of renewable energies and provide flexibility within the energy system. The project is realised entirely under an EPC contract. The contractor assumes overall responsibility for the design, procurement, construction, commissioning and handover of the turnkey plant. The supply and performance boundary is formed by the substation to which the storage facility is connected. In addition, the tender covers the transition into operation as well as long-term operational safeguards. These include in particular a multi-year operation and maintenance contract (O&M), availability and performance guarantees including safeguarding of the capacity over the service life (degradation), extended warranty and long-term guarantees as well as a secured spare parts stock. The objective is reliable and economic plant operation throughout the entire life cycle.
