The subject of this negotiated procedure is a framework contract for the provision of nationwide communications campaigns of the European Commission in Germany in advertising spaces available on properties in the domain and under control of Deutsche Bahn AG. It includes at the same time the provision of advertisement space, as well as design, production and display. The Contracting Authority may request advertisements to be displayed in any of the advertising spaces available, for example, regional trains and stations including municipal public transport as well as in high-speed trains. The tender also includes the provision of the stair branding at available train stations, including the station(s) near the European house in Berlin. We analysed the market for the necessary services and came to the conclusion that we have a monopoly situation: Regarding the renting of advertising space in public stations, the company Ströer DERG Media Gmbh has exclusive marketing rights with the Deutsche Bahn. We plan a Framework Contract for four years and single contracts with app 265.000 € per year.
