This is a Provider Selection Regime (PSR) Intended Approach Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this contract. This Intended Approach Notice is being published in line with Regulation 10 - under The Health Care Services (Provider Selection Regime - PSR) Regulations 2023. (The Most Suitable Provider Process) is being used to commission this service. Gateshead Health NHS Foundation Trust requires additional elective urology day case surgical capacity to support the reduction of extended patient waiting times and improve access to treatment for patients currently awaiting surgery. The service will provide additional capacity for low-complexity urology day case procedures undertaken within the Provider's CQC-registered facilities. The Provider will be responsible for managing the patient pathway from receipt of referral from the Trust through to pre-assessment, treatment, discharge and the completion of all associated clinical documentation. The service is intended to support delivery against national elective recovery objectives and local waiting time performance requirements by providing timely access to treatment for suitable patients who have experienced prolonged waits for surgery. The Provider shall: Deliver elective urology day case procedures for appropriately selected low-grade ASA patients. Undertake all necessary pre-operative assessment and preparation. Provide suitably qualified clinical, nursing and support staff to safely deliver the service. Complete operative notes, discharge summaries and all required clinical documentation. Ensure communication of treatment outcomes and discharge information to both the Trust and the patient's GP. Maintain compliance with all applicable NHS, CQC, information governance and statutory requirements. The service excludes: Inpatient procedures. Major urological surgery. Complex patients requiring inpatient admission. Patients with elevated ASA grades or significant co-morbidities requiring enhanced peri-operative support. Long-term follow-up activity where not clinically indicated. The anticipated activity is approximately 50 patient episodes during the contract period, with the potential to increase to a maximum of 100 patient episodes should additional funding and capacity requirements arise. The initial contract period is anticipated to end 31st March 2027 this may be extended subject to additional funding and capacity requirements. The Provider must demonstrate: Existing operational urology day case capacity. Delivery from an established CQC-registered healthcare facility. Appropriate clinical governance, quality assurance and indemnity arrangements. Ability to mobilise the service within two weeks of contract award. Capacity to provide services at or below NHS tariff rates without additional uplift or mobilisation costs. Capability to exchange patient information securely and provide timely activity and performance reporting to the Trust. The service will be delivered from facilities located within the local health economy to minimise disruption to patients, support continuity of care, reduce travel burden and maintain integration with existing Trust pathways.
