The objective of the framework agreement is to ensure that Nkom ́s need for external contributions is met when the capacity and competence of the company ́s employees is not sufficient, particularly within security and stand-by assignments. Nkom would therefore like to enter into cooperation with some selected actors who can offer a breadth of different competence, including technical in-depth knowledge, regulatory understanding and the ability to work with critical infrastructure, stand-by and security.  A contract shall be signed with up to 5 tenderers per discipline. The need is mainly expected to be connected to the security department and a new emergency network, but other departments in Nkom can also make call-offs on the agreement. Nkom does not expect tenderers to submit tenders for all the disciplines described below. Tenderers can, however, have the capacity and competence to cover more than one discipline.    Through cooperation with one or more tenderers, the framework agreement will apply to obtaining consultancy services within the following disciplines: Discipline 1 - Security and preparedness Discipline 2* - Trust services Discipline 3 - Technological competence. Discipline 4 - Finance Discipline 5 - Project management * Currently there is an existing contract for discipline 2. Sub-contracts for this discipline will only start when the existing contract expires, which is by the end of 2026. There are different competence requested in these areas. Annex 1 contains an overview of the necessary competence/experience connected to each area.  The contracting authority ́s detailed description of the delivery is given in SSA-R Annex 1.

Security and stand-by
