The Government of Georgia signed a Loan Agreement with the World Bank (WB) for the Log-In Georgia Project. The project aims to increase access to affordable broadband internet and to promote its use by individuals and enterprises, in targeted rural settlements. N(N)LE Open Net is the PIU. Within the framework of the Project, the PIU is announcing an EOI for the Engineer consultancy services. The objective of this consultant assignment is to supervise civil works for the construction of fiber optic infrastructure in 4 regions of Georgia (the details are available at the links in the Georgian Electronic-Government Procurement System (GE-GP): https://tenders.procurement.gov.ge/public/?go=656903&lang=en; https://tenders.procurement.gov.ge/public/?go=663674&lang=en; https://tenders.procurement.gov.ge/public/?go=673811&lang=en; https://tenders.procurement.gov.ge/public/?go=679824&lang=en ) to ensure that the works are executed within the contractual time and budget and comply with the approved design, specifications, environmental and social requirements and sound engineering practices.

Engineer Consultancy Services for Civil Works Phase 4 of Fiber Optic infrastructure rollout.

A consultant will be selected with the Quality and Cost-Based Selection method in accordance with the procedures set out in World Bank Procurement Regulations for IPF Borrower dated July 2016 (the Seventh Edition, September 2025). EOIs of consulting firms will be evaluated by the Evaluation Committee based on required qualification criteria. During the evaluation stage consulting firms may be asked clarifications. Then, the shortlisted firms will be required to submit the Proposal (Technical and Financial parts). The RFP specifies the minimum score for the Technical Proposals and weights for technical factors and price. A Consultant with the highest total combined score wins the contract. The Consultant must have experience of working as a supervisor/engineer (Engineer on a project that used a FIDIC contract), of CWs with a minimum value of 10,000,000 USD from January 1, 2021, till EOI submission deadline date.
