1A Strategic consultancy and management
Consultants with experience within strategic consultancy, but not limited to: a) Strategy: scenario methodology and foresight, outside world analyses and strategy development b) Change management: Structured approach to leading individuals, teams and organisations from a current condition to a desired future condition. c) Performance management – some key words (not limited to, but relevant topics: process improvement, management tool/management system, target and result management, risk analyses and internal control. d) Reviews, analyses and evaluations: evaluation methodology and effect analyses. The Norwegian Correctional Service shall be more data driven and it needs more advanced analyses, predictive models, risk profile, prognoses etc., therefore there is a need for competence in data modelling and advanced analyses. e) Socio-economic analysis: methods for assessing and comparing the total costs and benefits of a measure for society as a whole. f) Cost estimation and uncertainty analysis: The process of calculating what a measure or project will cost, as well as assessing how secure or uncertain these estimates are and what factors can affect them. g) Profit planning/follow-up: Identifying, planning and ensuring that the expected gains from a measure or project are actually realised and measured over time. h) Innovation, design and service development: Need for competence in system design/management design in addition to service design i) KI: this means competence in KI and how the organisation can use this in an appropriate way. This also includes competence and experience on prerequisites and other consequences connected to implementation, from the technical to the more organisational sides. Competence/certification within recognised methods will be relevant. The sub-area covers the business perspective, and in some cases may overlap sub-area 2A.
1B Operative project management and consultancy services.
Consultants with experience within operative management and consultancy services. The consultants shall contribute to the execution of deliveries in the form of, but not limited to: a) Project management: planning, organising, implementing and following-up a project in order to achieve defined goals within given frameworks for time, cost and quality. b) Management of development projects - competence in flexible methodology c) Alteration projects: manage and coordinate activities that shall carry out a planned change, with a focus on both technical deliveries and human factors such as involvement, communication and anchoring. d) Implementation project: ensure new systems, systems or processes in an organisation and ensure that they are implemented, anchored and used as planned. e) Digitalisation projects - The Norwegian Correctional Service shall digitalise several internal work processes and externally between actors in the criminal case chain as well as management cooperation partners. f) Preliminary projects and concept reviews: reviews the needs, assesses alternative solutions and recommends the most appropriate concept before the main project starts. g) Test management: Planning, managing and following-up test activities to ensure that a system or product fulfils the requirements and functions as expected. The Norwegian Correctional Service has started extensive work of renewing the ICT system and as a result of this need, both top competence and the capacity to carry out small and large projects. Competence/certification within recognised project implementation methods (e.g. the Project Wizard, Prince2 and/or other methods/framework) and flexible methods will be relevant.
1C Development and technical consulting
Consultants with technical and developer competence, including, but not limited to: a) Architecture (business, business, security, information, application architecture) b) Development, further development and maintenance c) Utilisation of large data, advanced analysis and KI/machine learning. d) Integrations, data exchange, machine interface, API e) Design and user friendliness f) Technical assistance for infrastructure g) IT security and privacy h) Skyreise - The Norwegian Correctional Service needs expertise in cloud architecture and specifically the Microsoft Cloud Technology platform It is important to ensure the correct architecture and sufficient security as an important part of the renewal of ICT systems in progress. This must be taken care of in the development as well as in the management of new and old ICT systems. Consultants shall have competence and experience within the use of tools and methods within DevOps, including: Automation, continual integration and delivery (CI/CD), version control, infrastructure such as code, continuous monitoring, configuration of cloud services etc. Particularly important for the customer ́s existing systems is competence within the Microsoft platform in it's entirety, where the majority of all development and maintenance is based on .Net.
2A Project, process, change and introduction management.
The Norwegian Correctional Service shall enter into parallel framework agreements for the procurement of consultancy services as stated in the tender documentation. Examples of competence areas: a) project management b) flexible management and management of development projects c) Process Management d) alteration management e) introduction projects and digitalisation projects. f) preliminary project and concept reviews g) test management
2B Architecture, development, data and integration as well as service development
Examples of competence areas a) performance, information, application and security architecture b) system development, further development and maintenance c) service design, system design and management design d) integrations, APIs and data exchange e) data analysis, big data, KI and machine learning. f) design and user friendliness g) DevOps, CI/CD, automation and infrastructure as code h) cloud architecture and cloud travel i) Microsoft platform and .NET j) KI-consultancy for the implementation, management and consequences.
2C Operation, platform, infrastructure and client

2D Security, privacy and compliance
The Norwegian Correctional Service shall enter into parallel framework agreements for competence within Security, privacy and compliance. Examples of competence areas a) information security advice b) security architecture c) Identity and access management d) privacy e) risk and vulnerability assessments f) security in development and management g) security in the cloud and platform
2E Legal Services
The Norwegian Correctional Service shall enter into parallel framework agreements for assistance within privacy and IT security, also in relation to the Digital Security Act. This will i.a. include assessments related to technology, digitalisation and processing of personal data. Contracts (preparation, negotiations and assessments), SLA, contract disputes.
3 Finances, audits and procurements.
The Norwegian Correctional Service shall enter into parallel framework agreements for services within finance, internal control and procurements as stated in the tender documentation. The area contains competence within accounting wages internal control and internal audits. financial management and budget public procurements and procurements. The contracting authority needs to connect this competence closely together.
4 Socio-economic analysis
The Norwegian Correctional Service shall procure parallel framework agreements for consultancy services. Examples of the contracting authority ́s need for consultancy services for relevant disciplines (all phases in a building application): a) Manage and execute uncertainty analyses based on the contracting authority ́s needs. Including mapping uncertainty factors, cost uncertainty, time uncertainty, sensitivity and scenario analysis, decision support etc. b) Preparation of necessary reports and documents, presentations and basis. c) LCC calculations d) Financial reports, preparation of cost estimates for project implementation. e) Review work f) Collection of data basis g) Participation in meetings and site inspections
5A Consulting architect services
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Architect consultancy services in early phase and programming. Responsible applicant and designer in connection with framework applications, etc. a) Carry out user participation and requirement clarification for the preparation of work places, room and function programme and prepare necessary illustrations. b) Prepare a description of the function requirements and architect guidelines in projects in close cooperation with multi-disciplinary teams consisting of the professional resource centre ́s other professional resources and with the project managers. c) Assist with area mapping and surveying. d) Preparation of a construction programme, requirement specifications and other basis for the procurement of architect consultants and turnkey contracts. e) Be a consultant on architectural quality and universal design f) Carrying out feasibility studies g) Prepare deployment studies in existing buildings and contribute to the users being able to use their premises more efficiently. h) Assist with advice related to the choice of execution model for the project i) Prepare an area estimate with a description as a basis for, among other things, cost calculations. j) Participate in uncertainty analyses k) Assess the execution of the assignment, including efficiency measures on time and cost for their deliveries.
5B Strategic consultancy and project management.
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Examples of competence areas: a) The Directorate of Norwegian Correctional Services (KDI) manages and follows up a number of construction projects connected to prisons and transitional residences nationwide. The construction projects will be carried out under government management, with Statsbygg as the builder and KDI who use and follow the government ́s project model. The projects include new buildings, renovations and alterations. b) KDI is responsible for user equipment projects and technical user equipment in the buildings and follows the projects throughout all phases. c) Provision of property consultancy services, including strategic consultancy, social benefit and project management. There can also be a need for pure review competence in connection with. KVN and KVU orders. d) Assistance and multi-disciplinary advice in assessing and weighting (the list is not exhaustive): e) Whether the measure is correct f) Fulfils the measure in the best possible and efficient utilisation of areas g) Possibilities for optimisation of the initiative h) Loss of other possibilities in the event of an area and site allocation. i) Profitability for the contracting authority j) Work places, synergies and gains k) Planning and zoning conditions l) Architecture, design and BREEAM m) Follow-up of engineering design services, construction management and progress planning. n) Project finances o) Project management, a. Planning, organising and following-up projects in the early phase and all phases of construction projects, including follow-up of user equipment. b. reviews (KVN, KVU and case handling and follow-up in connection with: KS1 and KS2) c. see to dialogue with, among other things, Statsbygg and underlying levels in the Norwegian Correctional Service. p) See to it that there are any preparation of administrative routines for the engineering design work q) Communicate the necessary communication between the contracting authority and the engineering designer r) Assistance with clarification of conditions regarding public approvals. s) Assist in clarification of the programme, progress, economy, material use, quality level and other conditions regarding engineering design. t) Report to the contracting authority about technical, economic and operational development in the project and the engineering design. u) Cooperate with the contracting authority ́s project manager for engineering design, possibly also the contracting authority ́s project manager.
5C Consultancy services, technical user equipment (TBU)
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. We divide the term "user equipment" (BU) into: 1) other user equipment such as furniture and mobile fixtures for cells, offices, living rooms and work rooms, as well as signs and marking, vehicles, machines, protective and stand-by equipment as well as waste handling. 2) Technical user equipment (TBU), which is camera, alarm, calling, communication, key handling, digitalisation and various technical installations, as well as locking systems and telephony systems for the prisoners. This procurement is for technical user equipment. Actual assignments can include one or several of the following services (the list is not exhaustive): a) preparation of an engineering design basis for a sketch and preliminary project b) dimensioning and technical engineering design c) preparation of the tender documentation for contracts d) assistance in the tender evaluation and technical follow-up in the construction period. e) Multi-disciplinary coordination and consultancy services
5D Condition Analyses
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. There is a need for consultancy to map the condition, uncover maintenance needs and provide a basis for further planning of maintenance and investments. a) The assignment can include: Mainly visual assessment of building elements and technical installations, in accordance with NS 3451 level 1 b) For some assignments, mapping can be relevant by level 2 or 3, possibly for some building parts. c) Assessment of condition degrees d) Prioritising deviations with estimated costs e) Reporting with pictures, descriptions and assessments of risk of further due date f) The assessments shall be based on NS 3451 (the Building Parts table). The assistance shall cover the contracting authority ́s need for condition analyses of different buildings, or hire conditions. The latter can be in connection with moving out of leased premises etc. Tenderers shall also be able to assist with consultancy services in different disciplines on individual projects or more thorough assessments on the basis of the condition analyses. This only applies to assignments from the property company and does not apply for assignments from other entities as they have separate contracts for consultancy services. The execution and extent will depend on the needs and type of assignments.

The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Includes assistance with general development of the organisation, task solving and other development processes, including (not exhaustively) a) Strategy development. b) Improvement processes and innovation. c) Project management and coordination of development and change projects. d) Appropriate organisation, roles and task solving. e) Mapping, evaluation and analysis work. f) Risk management and quality management. g) Competence development and manpower planning h) Profit realisation and implementation
6B Restructuring and alteration processes
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Includes assistance with planning, implementation and implementation of change and restructuring processes. May include: a) planning and implementation of restructuring measures b) change management and implementation support c) evaluation and learning processes d) involvement and participation processes e) handling resistance and demanding processes f) support to managers in change work
6C Management and Management Development
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Includes the development of managers, management groups and management practice. a) Management Group Development. b) Personal management advice and coaching. c) Measuring/following-up managers.
6D Process guidance and facilitation.
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Includes support for planning and implementing processes, as well as the development of internal process competence. May include: a) Facilitating workshops and development processes b) guidance for internal process managers c) support in concrete projects and processes d) training in process management, role comprehension and tools e) assistance with handling dilemmas and interaction challenges The aim is to increase the internal interaction and thereby strengthen process proficiencies at managers, HR and others in key functions. This can be done in the form of guidance for internal process managers in concrete processes and projects, for handling specific dilemmas and problems, as well as general training in process knowledge, role understanding and process tools.
6E Legal services
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. • Labour law in the government • Public transport law in the government. Includes legal assistance within labour law and adjoining areas. May include: a) consultancy services for labour law problems b) assistance in individual cases c) support in restructuring and downsizing processes d) training and competence raising within work law.
6F Candidate search, recruitment and selection
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services. Includes assistance for the entire recruitment process, parts of the recruitment process and consultancy for recruitment of job categories, primarily in KDI and possibly the regional offices, mainly management positions. May include: a) candidate search b) assistance with the selection and assessment of candidates c) implementation of interviews and assessment processes d) use of tests and tools e) consultancy related to recruitment processes
6G Other mapping and measures of working environment.
The Norwegian Correctional Service shall enter into parallel framework agreements for consultancy services within other mapping and measures of the working environment. Comprises implementation and follow-up of surveys and analyses of the organisation and working environment. May include: • employee surveys • Mapping the working environment and culture. • Analyses of the organisation and interaction. • follow-up and use of results in development work.
