The Scottish Courts and Tribunals Service (SCTS) is seeking to establish a shared web and digital front-end capability that supports the design, delivery, migration, and operation of digital delivery across the organisation. This is not simply a website redevelopment exercise. It represents a shift towards a standardised enterprise digital capability based on shared information architecture, reusable design patterns, common technology platforms, and consistent operational support. The proposed model combines Umbraco Cloud SaaS CMS capability, React front-end delivery, Azure-hosted shared services, and alignment to the Scottish Government Design System with controlled SCTS branding overlays. (This technical architecture is fixed, has been formally approved, and must be adhered to without deviation). The intention is to reduce fragmentation across the digital estate, improve consistency for users, reduce duplication, and create a scalable model for future digital delivery. SCTS have attached a PIN document attached with a request for information as to suppliers overview on the feasibility and approach of this requirement. Please provide your responses by email to lallen@scotcourts.gov.uk by 12pm Wednesday 3rd June 2026. We expect the tender to be published on the week commencing 22/06/2026. Please note that the tender will be published on the Public Contracts Scotland-Tender portal. Please ensure your organisation is registered as a supplier on this portal.

SCTS would establish a single supplier framework to delivery this requirement. Individual work packages would be commissioned through Statements of Work (SOWs), each operating within agreed foundational architecture, standards, and governance. These SOWs would cover platform engineering, service delivery, operational support, and continuous improvement activities. In addition to the technical delivery, suppliers would be required to provide role-based support aligned to the DSSS framework. This would include, but not be limited to, Delivery Managers, Business Analysts, Solution and Technical Architects, Security Architects, Platform and DevOps Engineers, Test and Quality Assurance specialists, User Research and UX professionals, Operational Support and Service Management roles, and Continuous Improvement and Change specialists. The approach recognises that the requirement is broader than website delivery. It combines enterprise information architecture, cloud-hosted digital platforms, React front-end engineering, shared Azure services, DevOps capability, migration activity, and long-term operational support into a single coordinated programme.
