The Danish Ministry of Climate, Energy and Utilities. Agency for Climate Data (KDS), intend to establish a common oblique image dataset as a public geographical administrative basis for digital management (e-governance) in Denmark. The data set was first established in 2017 and updated in 2019, 2021, 2023 and 2025 using the same specification with amendments. This tender is more or less the same service, but with updated specification using the experiences from the previous five acquisitions. The purpose of the tender is to create the necessary high-quality oblique image’s in digital form, without blurring effects (clouds, smog etc.) and with a contrast and brightness sufficient to distinguish details and objects corresponding to actual ground sample distance (GSD) of 10 cm in centre pixel of the images. The oblique photography’s must be acquired during a timeframe during March 21st to September 21st and the tender is divided into five Lots/sub-agreements, where a Supplier can win maximum 2 Lots/sub-agreements. The framework in 2027 is covering one acquisition period, with the possibility of a second country wide acquisi-tion if the resources are granted under the government budget for 2029. To assist with the tendering the image quality from 2017, 2019, 2021, 2023 and 2025 can be observed here: https://skraafoto.dataforsyningen.dk/ – Lot nr.: 1 Lot 1 Lot1 covers approximate 1/5 of the country 8966km2 Last tender date: 12/04/2026 12:00:00 Type of contract: Services Authority: Klimadatastyrelsen Document URL: https://www.comdia.com/kefm/tenderinformationshow.aspx?Id=827629 Tenders URL: https://www.comdia.com/kefm/tenderinformationshow.aspx?Id=827629 Duration contract start date : 01/31/2027 23:00:00 Lot involves: FrameworkAgreement Criteria definitions: Quality: 30 (When bidding a sample data set (SDS) must be provided. Sample data must include a) a Product Sample and b) a Siemens Star Sample. It will not be required that the two types of sample datasets are contained in the same data set, but may also come from different flights, areas, dates etc. The two sample data types are explained below: Product Sample (Mandatory requirement) The product-sample dataset must include one image from every camera-cone depicting the same urban or built-up area. The SDS must demonstrate the product offered or as close to the offered product. If the sample data differs from the offered product, both for better or worse, the differences and must be explained in a likeness documenta-tion. In the likeness document the supplier has the opportunity to explain either how the production deliveries will be better than the provided samples and, in this way, get a better score. Or explain how the delivered sample is better than what is to be expected, hereby ensuring that production deliveries are not rejected due to not match-ing the promised sample quality. Siemens Star Sample (Mandatory requirement) For the Siemens Star data any Siemens Star may be used. GSD/GRD is not required to match that of the general tender, but must be of a resolution relevant for the size of the specific Siemens Star, e.g. 10cm GSD for a 6m Sie-mens Star, 5cm GSD for a 3m Siemens Star etc. For multi-cone systems, such as oblique camera systems, the Sie-mens Star must be captured at least once in each cone and preferably in the center of each image. KDS has a Sie-mens Star in on top of a roof in HCA Airport which fits with 10cm GSD. E583933 m, N6148170 m, EPSG:25832 - ETRS89, UTM zone 32N. Evaluation of the sample data The SDS is evaluated on two parameters; a) a blind-test quality assessment of the SDS in respect to the offered product, and b) how well the SDS matches to the offered product. The more the SDS differs from the offered prod-uct, both better or worse, the lower the score. If a likeness document is provided this will be taken into account. In case the supplier does not have the offered system yet ( e.g. ordered from camera manufactory) the supplier must provide alternative sample data. The sample data will be accessed accordingly. ) Quality: 30 (Received offers with oblique aerial acquisition solutions which may lead to a better registration of data (safety in execution, minimization of data errors/data loss, secure data deliveries etc.) will achieve an increased weighting. Furthermore solutions that can lead to higher weighting are, but not limited to, intelligent solutions during data acquisition beyond what is asked for in the tender material to ensure better quality of GNSS/INS, imagery or AT’s. Equipment or solutions that can offer extra value e.g. LiDAR at the same time as oblique acquisition may lead to a higher score, as well as more AUs to one Lot will score higher. Furthermore, a well-structured and accessible ten-der will achieve a higher score. All descriptions must contain QA procedures for the specific task. Increased weight will be given to descriptions, which is specific to this assignment or local Danish issues. Data acquisitions must be specified by: 1. Acquisition Equipment: Equipment suitable for mapping purposes will receive higher scores. Nadir and oblique cameras will be evaluated separately. Parameters that will be looked at is e.g. internal- and external stability. External factors that may lower the score is e.g. bad handling of exhaust or glass plate in front of camera system. 2. Stationing, Mission, Planning and Execution: The Supplier must describe how they are securing sufficient aircraft/camera capacity at location and data capacity on the aircraft, as well where the AU is based during the acquisition period will be evaluated. Furthermore the description must al-so contain information about backup systems in case of breakdown on important acquisition equipment. The Supplier must also describe oblique aerial data acquisition including methods of assessing suitable exposure weather, planning of no-fly zones, planning of overlap to ensure all demands are met with regards to overlap, sidelap and building coverage. 3. LiDAR acquisition: If the supplier offer simultaneously acquisition of LiDAR data and delivers unclassified LiDAR point cloud and trajectories, but without cross strips and strip adjustments, as part of the offer. If this is offered the supplier will get 9 points, if not 1 point. 4. Past Projects: Three references must be delivered where data acquisition of digital aerial oblique data acquisition is a major part – it will lower the score if full AT is not part of reference. Refer-ences that will score higher if they are similar to the current job. The references will be measured on: size, GSD, geographical placement, equipment (is it same/similar as being offered) and a full AT of all images is part of the task. All references must be in English, and must have a clear con-tact person. The Customer reserves the right to contact the references for verification. If the Supplier cannot get three relevant references, they must write why e.g. new company and argue why they would be able to perform the task. The tasks solved in the references must not be older than five (5) years. ) Quality: 10 (Offers that justify the data deliveries will be delivered timely with superior quality and good description about how handle bottle necks and the data conveyance from plane to the delivery is at the Tenderer. Furthermore, solutions that can lead to higher weighting are, intelligent solutions during post processing beyond what is asked for in the tender material to ensure better quality of GNSS/INS, imagery or AT’s during post processing. All descriptions must contain QA procedures for the specific task. Increased weight will be given to descriptions, which is specific to this assignment or local Danish issues. Furthermore, a well-structured and accessible tender will achieve a higher score. 1. Post Processing Imagery: Image processing includes as minimum description on how the Suppli-er can make post processed raw images in a way that they fit the final product in the best possible way, i.e. block harmonization, single image improvement, how the harmonization between the four oblique images in one exposure, productions methods that limits bottlenecks, use of calibra-tion field data etc. 2. Computation of Aerotriangulation: Measures and routines that ensures timely and correct calcu-lated aerotriangulation. This include a complete description of workflow from the data leaves the plane until the final calculation is finished, including steps and quality control measures. One step could be assessment of the result of GNNS/INS calculation, before moving into block adjust-ment of all images, another could be description of boresight and lever arm determination and application. 3. Deliveries: Describe in a simple matter a time schedule and how productions steps and delivery times are affected e.g. GANTT diagram. Furthermore, it must be described which bottlenecks, is-sues etc. that can occur during the full production and how to mitigate these, this could be done via a risc. Log or similar. ) Price: 30 (The pricing of the tendered work must be presented per AU as a unified price per km2 (Annex Q.2) including all possible expenses e.g. all services demanded as described in Annex A.1. The price must be given per AU and for all five lots: • A price per km2 of basic areas. The same for all lots, so the Supplier must make sure the offered price will work for all lots. The supplier should be aware that his offered price for a km2 must contain all expenses (planning, standby, flight, image exposure, GPS/INS-registration, data logistics/storing, GPS/INS-determination, aerotriangulation, pro-cessing, deliveries etc.). All expenses – also expenses in connection with conveyance of data, insurance etc. must be included in the given offer. Digital Oblique Image Acquisition and AT 2027-2030

All prices will be made public in connection with the announcement of the result of the winners of the ten-der.) – Lot nr.: 4 Lot 4 Lot1 covers approximate 1/5 of the country 8526km2 Last tender date: 12/04/2026 12:00:00 Type of contract: Services Authority: Klimadatastyrelsen Document URL: https://www.comdia.com/kefm/tenderinformationshow.aspx?Id=827629 Tenders URL: https://www.comdia.com/kefm/tenderinformationshow.aspx?Id=827629 Duration contract start date : 01/31/2027 23:00:00 Lot involves: FrameworkAgreement Criteria definitions: Quality: 30 (When bidding a sample data set (SDS) must be provided.
