Background In addition to the provisions in the tender documentation and information in kgv (Hyyr), refer to the annex competition provisions. The aim of the procurement is to enter into framework agreements that help Innlandet County (IFK) achieve food and meal meals for full, healthy and affordable meals with low environmental and climate footprint and a clear local affiliation, cf. the Inland Food Promise that IFK signed in 2025. Breakfast and lunch that meets the plate model sums up how full-fledged meals are put together for a health promoting and environmentally friendly food consumption. Water and milk is the recommended drink. The goal in the canteens, the largest buyer on the contract, is that the healthy alternatives and meals should be the most affordable and easily available. This involves, among other things, promoting a high procurement of grain and coarse cereals, potatoes, vegetables, fruits, berries, legumes, seeds and nuts, fish and seafood, as well as certified food and beverages (including organic, MSC/ASC and Fairtrade where relevant). Increased use of goods produced in Inland and Norway shall also be facilitated. At the same time, the procurement shall cover the need for raw materials within all food groups, so that teaching in restaurant and food subjects can be carried out in a professionally good way. Sustainability, public health, democracy comprehension and life mastering are interdisciplinary topics that will permeate education in county schools. The framework agreements for food articles shall contribute to supporting the contracting authority ́s aims within these areas. The contracting authority would like to enter into agreements with tenderers who offer high quality, good service and relevant competence and who actively contribute to the desired consumption and ordering pattern. This includes good digital solutions, clear product information and labelling schemes, as well as offers of courses, guidance and statistics that can support informed choices at orderers and users. IFK would like tenderers to use the competition to show how their offer of product selection and prices, internet shop, brand schemes/information, campaigns, promotional measures, courses and/or consumption statistics can contribute to promoting the desired consumption and ordering pattern. At the same time, the procurement shall contribute to limiting the consumption of goods with low nutritional value, such as candy, snacks, sweet beverages and similar products. The Contracting Authority uses the Hyyr portal. This is where the competition is published, tender documentation will be published, communication will take place and additional information will be published. It is crucial that you have registered interest in the tender contest in Hyyr in order to participate in the communication and additional information that is published. The entities/locations included in this contract are listed in the annex competition provisions. In addition to the county ́s entities, the procurement includes the following entities: A/S Kirkegaten 74 v/canteen Post Box 153 2626 Lillehammer Org.nr no.: 930 635 944 Description of the assignment The assignment is for the delivery of food articles to Innlandet county and other participating activities in the contract period. The framework agreement shall allow the contracting authority to prioritise goods that build up during healthy meals, sustainable procurements and the desired turn in the consumption. It is also important that the delivery supports the need for quality, delivery security and practical feasibility. The procurement has a significant extent and it shall cover the contracting authority ́s total need within the contract area. Contract period The framework agreements will be valid for 2 years. The contracting authority has a unilateral right to extend the contract for a further 1+1 year. If the contracting authority decides not to extend the contract, the contracting authority shall provide written notification to the tenderer at the latest three months before the contract period expires. If the maximum call-offs (see the attached contract proposal) are reached before the contract period expires, the contracting authority reserves the right to conclude the contract, regardless of the contract ́s term. The value of the competition The competition is divided into seven sub-contracts. The estimated maximum value for the framework agreements is calculated as the sum of each sub-contract ́s maximum values: Part 1 'Groceries': NOK 88,715,000 Part 2 'Berries, fruit and vegetables': NOK 22,880,000 Part 3 'Dairy Products': NOK 45,760,000 Part 4 'Meat products': NOK 17,160,000 Part 5 'Fowl, poultry and eggs': NOK 8,580,000 Part 6 "Mineral water and drinks": NOK 5,750,000 Part 7 "Fish and seafood": NOK 6,000,000 The total maximum value of the competition and the accompanying framework agreements is NOK 194,845,000 excluding VAT. The value estimate is based on the sum of the maximum values for each sub-contract. The stated volume represents the estimated annual turnover and is based on previous figures. The figures are only a guideline and do not represent any purchasing obligation for the contracting authority. Changes in technology, organisation, budget and routines can affect the total volume. Political guidelines within food articles can affect consumption patterns in the contract period, for example, on topics such as environment, public health, stand-by and regional production. This can be done, among other things, through the follow-up of Innlandets Matløfte, new national professional guidelines from the Norwegian Directorate of Health on food and meals in sixth form colleges or other guidelines.
