The open international procedure EC-INTPA/BGI/2024/EA-OP/0163 was cancelled because all technically compliant tenders exceeded the available financial resources. A negotiated procedure was subsequently launched by the contracting authority (Government of Curaçao) with the eligible tenderers. The works consist of construction, infrastructure and civil works financed under the 11th EDF programme “Building Resilient and Sustainable Communities in Curaçao”. They cover the construction of new, and the upgrading of existing, infrastructure in four neighbourhoods: Fortuna Ariba Phase 2, Tera Cora, Otrobanda and Sapaté. The infrastructure works include, inter alia, the construction and/or improvement of access roads, sewerage, drainage, street lighting, pavements, above- and below-ground infrastructure to enable the subsequent construction of social housing by Fundashon Kas Popular, sports facilities, a new wastewater treatment plant (WWTP) and associated works, recreational areas, and a multifunctional and childcare centre. The objective is to improve living and sanitary conditions and to reduce flood risk and dust exposure.

Fortuna Ariba Phase 2

Upgrading of existing infrastructure and the construction of new basic infrastructure to serve 204 new low-income households including infrastructural earthworks, extension of the existing sewer network and house connections, access roads (asphalt/brick pavements), public street lighting, sport facilities, a multifunctional and child care centre and landscaping.

Otrobanda

Construction of new and upgrading of existing underground infrastructure, amongst others delivery and installation of main sewers, storm water drains, pits, grease trap pits, road edge drainage, control pits and house connections.

Sapaté

Upgrading of existing and the construction of new basic infrastructure to serve 126 existing low-income households, including infrastructural earthworks, public lighting, access roads (asphalt/brick pavements) and creation of a playground and outdoor equipment, furniture and outdoor gym.
