Services to define the support structure for the CDRFI implementation support structure, which will be under the direction of the General Superintendency of Insurance of Costa Rica (SUGESE). GSSP will support Costa Rica's CDRFI implementation support structure (referring to the Internal Country Coordination as stated in the CDRFI request) by financing a consultancy with the objective of providing technical assistance for the evaluation and definition of a strategy to ensure financial sustainability and efficient implementation of the Global Shield Support activities.

Single Stage Selection - Costa Rica CDRFI Implementation Support Structure

The Global Shield Solutions Platform ("GSSP" or the "Programme") is a multi-donor grant facility established and implemented pursuant to financing agreements concluded between Frankfurt School of Finance & Management gGmbH ("FS") and the contributors to GSSP (the "Donors"), namely the German Federal Ministry for Economic Cooperation and Development, the Danish Ministry of Foreign Affairs, Agence Française de Développement, the Luxembourg Ministry of Foreign and European Affairs, the Irish Department of Foreign Affairs, the Irish Department of the Environment, Climate and Communications, and the European Union. SUGESE, acting as beneficiary and contracting authority under the GSSP Support Programme for Costa Rica, financed through GSSP donor funds and managed by FS, hereby invites proposals for the above-described consulting services through an International Competitive Bidding procedure. The service contract resulting from this procurement procedure shall be concluded exclusively between SUGESE and the selected consultant. The consultant's services shall be provided solely to SUGESE and shall not create any employment, agency, partnership, or other contractual relationship between the consultant, including any member of its team, and FS, GSSP, or any Donor. FS, in its capacity as manager of GSSP, shall administer the procurement procedure and process payments to the selected consultant on behalf of SUGESE from the donor funds made available under the relevant financing agreements. Any payment made by FS in accordance with the service contract shall discharge the corresponding financial obligation of SUGESE towards the consultant. Neither the consultant nor any third party shall derive any direct rights against FS, GSSP, or the Donors from the financing agreements or the underlying financing arrangements, nor shall they have any independent entitlement to the grant proceeds. The award and formalisation of the consultancy contract shall remain subject to approval by the Country Steering Committee and the issuance of a no-objection by the GSSP Strategic Committee.
