ECMWF, as the Entrusted Entity for the Copernicus Atmosphere Monitoring Service (CAMS), invites Tenders for Co-design of GHG policy services in support of EU Member States and Copernicus Participating countries ECMWF intends to award a single Framework Agreement for a period of maximum 22 months, which shall be implemented via a single multi-annual Service Contract expected to commence in Q1 2027.

CAMS2_54b Co-design of GHG policy services in support of EU Member States and Copernicus Participating countries

The successful bidder will propose the interaction with national inventory agencies and related institutes that are responsible for national monitoring of GHG emissions and the reporting to the UNFCCC . The successful Tenderer shall carry out the following activities: • Detailed familiarisation of the successful Tenderer with the latest status of current and emerging operational CAMS products and the use of satellite Earth Observations (EO) for GHG emissions monitoring. • Facilitate collaboration between European national inventory agencies and CAMS. • Collect, document and analyse user requirements at national level for EU member states and Copernicus participating countries. • Provide recommendations for the development of policy-relevant tools, including data visualisation, at national level.
