The Caribbean Electricity Integrator Facility (CEIF) will provide integrated technical, engineering and transaction-advisory support to advance priority electricity-integration investments in the Caribbean from analysis and project identification towards investment and tender readiness.
The specific objective of the contract is to validate regional Caribbean electricity-interconnection options and prepare, through an integrator approach, a St Kitts and Nevis-anchored Northern Corridor package that can reach at least tender or contracting readiness where feasible, while developing a replicable mechanism for future Caribbean electricity-integration corridors.
The initial focus will be on St Kitts and Nevis, including the interconnection between St Kitts and Nevis and the associated generation, grid and enabling infrastructure required to support a viable integrated electricity system. The assignment will also assess the potential extension of the Northern Corridor towards Antigua and Barbuda and other Northern Leeward receiving/readiness nodes, subject to technical, economic and commercial validation.
The contractor will assess the relevant technical, economic, financial, legal, commercial, environmental, social, institutional and procurement dimensions and develop viable business, financing, risk-allocation and procurement structures for priority investments. The work will also support the development of a scale-up and replication mechanism for a wider pipeline of Caribbean electricity-integration investments.
The direct beneficiaries and geographical focus will include Caribbean partner countries covered by the EU-Caribbean Cooperation Facility+ and, where relevant to the electricity-interconnection agenda, Caribbean Overseas Countries and Territories and French Outermost Regions, with the precise geographical scope of subsequent corridors to be determined through the analysis.
The contractor will provide an engineering-anchored transaction advisory team, combining strong power-system, grid and submarine-interconnection capability with expertise in market and demand analysis, economics, financial structuring, legal and commercial design, procurement, environmental and social safeguards and stakeholder engagement.
