Bikeability Training Service – Market Engagement Summary The Royal Borough of Windsor & Maidenhead (RBWM) is seeking expressions of interest from suitably qualified and experienced providers for the delivery of its Bikeability cycle training programme. The service supports the Council´s road safety, active travel and sustainable transport objectives by providing high quality cycle training to children and young people across the Borough in accordance with national Bikeability standards. The proposed contract will require a provider to manage, promote, coordinate and deliver Bikeability training to schools and residents throughout the Borough. The majority of training is expected to be delivered in schools during term time and will include Bikeability Level 1, Level 2, combined Level 1/2, Level 3, Learn to Ride and SEND/Inclusion training where funding permits. The provider will be expected to: • Deliver all training in accordance with the requirements of the Bikeability Trust, Active Travel England and the Department for Transport (DfT). • Hold and maintain registration as an approved Bikeability Training Provider and employ appropriately qualified and registered instructors. • Manage school engagement, course bookings and administration through an accessible booking system. • Work proactively with schools to maximise take-up of funded Bikeability places and support delivery targets. • Provide appropriate safeguarding, health and safety, data protection and quality assurance arrangements, including enhanced DBS checks for instructors. • Deliver an inclusive service capable of meeting the needs of children and young people with Special Educational Needs and Disabilities (SEND). • Supply training equipment where required, including bikes, helmets and high-visibility garments. • Monitor performance, manage incidents and complaints, and work collaboratively with RBWM to ensure continuous service improvement. Bikeability grant funding is subject to annual allocations from the DfT via the Bikeability Trust. Demand levels and funding allocations may vary during the contract period.
