Provision of Quantity Surveying and Cost Management Services to support the Trusts Diagnostic Feasibility Scheme consisting of numerous (7) projects including replacement programmes and capacity expansions. This will be across all 3 sites : Royal Lancaster Infirmary, Furness General Hospital and Westmorland General Hospital.

The service will support RIBA Plan of Work Stages 1-4, including advise on the cost of the project, advise on alternative designs, prepare/maintain/develop cost plans and cash flow forecast, attend client meetings and prepare a detailed schedule of works. Delivered via a direct award under the NHS SBS Healthcare Planning, Construction Consultancy and Ancillary Services Framework (SBS10190) - Lot 4 Quantity Surveyor.

The procurement relates to the appointment of a specialist provider to deliver RIBA Plan of Work Stages 1-4, including Quantity Surveying and Cost Management Services in support of Trusts diagnostic feasibility scheme consisting of numerous (7) projects across all sites. The requirement comprises both new build and refurbishment elements, forming part of a wider capital programme to enhance patient capacity, improve operational flow, and maintain compliance with statutory and regulatory standards.

The scope of services includes advise on the cost of the project, advise on alternative designs, prepare/maintain/develop cost plans and cash flow forecast, attend client meetings and prepare a detailed schedule of works. Services are delivered in accordance with the agreed Service Level Agreement and aligned to the design and construction programme to ensure timely delivery.

The Contracting Authority has awarded the contract by way of a direct award under the NHS SBS Healthcare Planning, Construction Consultancy and Ancillary Services Framework (SBS10190) - Lot 4 Quantity Surveyor.

The procurement approach supports compliance with the Public Contracts Regulations 2015, the terms of the framework agreement, and the Trust’s governance requirements. The direct award route was selected as it represents a proportionate, compliant, and value for money approach, avoiding delays associated with undertaking a full competitive process while ensuring continuity and programme delivery.
