National Police Board [Poliisihallitus, NPB] in Finland, hereinafter referred to as the Contracting Authority, shall, together with the police in Norway and Sweden (the police in Iceland and Denmark will confirm their participation during the process), is planning to enter into agreements for the procurement of tactical lights in the beginning of the next year.
Please note, that this is a preliminary market consultation and not a call for tenders. Our aim at this point is to gather information from the market. There will be some questions to be answered. Suppliers can also give us information and suggestions outside of those questions.
The purpose of the upcoming procurement is to enter into agreements for purchasing different kind of tactical lights to the procuring participants. The information provided in this notice is preliminary and may change during the preparation phase.
Participation or non‑participation in this market consultation does not affect eligibility to participate in the tender procedure.
At this point the upcoming procurement (and further contract) is divided into these lots:
1.) Flashlights and headlamps
2.) Working lights
3.) Special lights
4.) Own team identification lights
5.) Shield light
This is a preliminary subvision into lots and may change during the process. Suppliers are able to choose in which lot they will submit the tender, it is not obligatory to tender all of the lots.
Contracting Authority will make the contract award decision separately into every lot. The contract will be awarded to one Supplier based on a comparison of tenders. Every participating police force will make their own agreement with the Supplier. Agreement periods will be open-ended.
The indicative timetable for the procurement is as follows:
1. Invitation to tender: August or September 2026
2. Tenders: September 2026
3. Decision: October or November 2026
4. Signing the Agreements: December 2026.
Please note that the schedule will be specified later in the procurement procedure.
The upcoming procurement will take place in compliance with the Directive 2014/24/EU on public procurement and the Finnish Act on Public Procurement and Concession Contracts (1397/2016). An open procedure is applied.
The estimated value of the procurement will exceed the EU threshold value.

Flashlights and headlamps
Items in this lot are general-purpose flashlights and headlamps, which can have different light output and range depending on the intended use. The quality and design of the products must be such that it is suitable for police use in various weather conditions.

- Flashlight, standard battery (disposable)
- Flaslight, POWER, white+UV, rechargeable battery
- Headlight, standard battery (disposable)
- Headlight, POWER, rechargeable battery
- Handhelf flashlamp for vehicles
Rechargeable task lights
The procurement items are general-purpose task lights that can be used in various tasks and conditions, for example in kinetic C-UAS combat, to illuminate various research targets and areas. The quality and design of the products must be such that it is suitable for police use in various weather conditions.
Forensic light source
The products are designed and manufactured for use at various crime scenes and in laboratory work at different wavelengths to detect various stains and traces.
Special Force lights
The procurement items are planned and produced for special force use in law enforcement authority and defense force. The quality and design of the products must be such that it is suitable for police and army use in various weather conditions.
Items in this lot:
-Own team identification light
- IR -torcht
- Helmet light (Removable headlight with helmet adapter)
- L-model light to overall (Removable headlight with molle adapter)
Shield light
Protective shields prevent violence against the police by individuals armed with firearms, knives and other weapons and ensure the achievement of the objectives of police operations by protecting police personnel and ensuring the occupational safety of the police.
The products are designed and manufactured for defense and law enforcement use, for use with ballistic shields in dark and dim conditions.
